Brunswick County Public Utilities proposes to expand its Northwest Water Treatment Plant (NWTP) at
39S4 Clearwell Drive in Leland from 24 million gallons per day (mgd) to 45 mgd and upgrade its
treatment process to include advanced treatment (reverse osmosis). The project also includes a pipeline
to return concentrate from the reverse osmosis process to the Cape Fear River. The WTP and pipeline
work will be bid as two separate construction contracts.
Enclosed please find a State Stormwater Permit Minor Modification application for the WTP and a Notice
of Intent application for the concentrate discharge pipeline. Express Review is requested for these

spreadsheet summarizes the calculations really well.
The new calculations represent the project area without pre-88 BUA. In summary, we have the following:
• Pre-88 BUA is 147,126 sf per your email below. Our spreadsheet represents this.
• Pre-88 BUA has been excluded from the project area.
• Any proposed imperviousness within existing pre-88 imperviousness was not included in the calculations due to
no net change.
• Current existing imperviousness is 67,644 sf (Construction between 1988 to present)
• Proposed additional imperviousness is 96,808 sf
• Total proposed imperviousness is 164,452 sf
• Total permitted BUA is 267,644 sf
• As you can see, we are well under the permitted BUA
• Total site imperviousness will be approximately 2% (Excludes pre-88 BUA)

there was 147,126 sf of existing "pre-88" BUA that was excluded from the stormwater rules. Normally,
this should have been handled by reducing the project area by the amount of the existing BUA to
arrive at the "adjusted" project area to use for density. I don't see where the original reviewer did
this. In order to claim that credit, the project area reported on the application needs to be reduced by
3.4 acres, from 198.1 acres to 194.7 acres.
The maximum BUA for low density then becomes (194.7 x .24 = 46.728 acres) or 2,035,472 sf.
Next, I need to know if the numbers you reported on the 2019 application represent the BUA on the
entire site, or just what is being added to the site this time around. For example, in 2009, there were
53896 sf of buildings proposed, and in 2015, an additional 4033 sf was added, for a total of 57929 sf.
Does the 64,400 sf reported on the 2019 application include the previously approved/permitted 57929
sf, or are you adding 64,400 sf of new buildings to the site, resulting in a total building BUA of
122,329 sf? I have similar questions/concerns regarding the streets, parking, sidewalk and other BUA
amounts.
For this modification, we want to see all of the BUA on this site (both previously permitted and
proposed) reported on the application. You can provide a separate listing of the current additions to
the site for purposes of supporting the numbers reported on the application. The separate listing
would be the place to provide information on the BUA that was there before, the BUA that got
demolished, and the BUA that's being added. This is a "net change" type of calculation. For example,
if you started out with 57929 sf of building, but are demolishing 7929 sf of building, and adding 23854
sf of new building, your net change is (57929 — 7929 + 23854) for a building BUA of 73854 sf.
Please provide the requested information and updated BUA listing by October 4, 2019.

Scoping Meeting Narrative
Brunswick County is planning for an expansion of its Northwest Water Treatment Plant (NWTP) from 24
mgd to 36 mgd in the future. The WTP currently treats water through a conventional filtration treatment
process. Prior to initiating design of the expansion, the County is evaluating advanced treatment
processes and technology that would allow the NWTP to achieve greater removal of emerging
contaminants (e.g., GenX, Nafion Byproducts 1 and 2, other perfluoroalkyl substances (PFAS), and
numerous other contaminants) that can be found in the source raw water. The County obtains its source
water for the NWTP from the Cape Fear River though the Lower Cape Fear Water and Sewer Authority's
Kings Bluff intake, which is just upstream of Lock & Dam No. 1 in Bladen County.
As part of its evaluation of advanced treatment processes and technology, the County and CDM Smith
are conducting a desktop analysis of treatment alternatives, including ion exchange, granular activated
carbon (GAC), ozone with biofiltration, ultraviolet treatment with advanced oxidation processes (UV-
AOP), and Low -Pressure Reverse Osmosis (LPRO). The evaluation also includes pilot and bench testing of
LPRO on the Cape Fear River source water.
If the County were to move forward with implementing an LPRO treatment process at its NWTP, an
NPDES permit would be needed for the waste stream discharge. The waste stream from the potential
LPRO treatment process is different from concentrate from RO plants treating brackish water for
desalinization. The wastes stream is not expected to be a brine concentrate. The County's preliminary
proposed location for discharging the concentrate (waste) would be back into the Cape Fear River,
downstream of the Lock & Dam No. 1 if combining with the current discharge to Hood Creek is not
feasible. This portion of the Cape Fear River is close to the mouth of the river and it is not used as a
public drinking water source. The Cape Fear River is classified as C/Sw in this area.
The County holds an NPDES permit (NC0057533) for discharge of filter backwash from the NWTP into
Hood Creek and would maintain this discharge for the conventional treatment process.
Attached is a map showing the approximate proposed location of the discharge.
Preliminary estimates of discharge flow from the LPRO process are 2 million gallons per day (mgd)
(initial average day) up to 8-9 mgd (maximum day at capacity). Discharging the waste stream to an
existing WWTP is not feasible. The municipal wastewater treatment plants within a 10-mile radius are
the Columbus County WWTP (NC0087947), Brunswick County's Northeast Brunswick Regional WWTP
(NC0086819), and Brunswick Regional Water and Sewer H2GO's Belville WWTP (NC0075540). Discharge
is not feasible due to the permitted capacity of the WWTPs. The Columbus County WWTP's permit is for
only 0.125 mgd, the Northwest Brunswick Regional WWTP's permit is for 2.475 mgd, and the Belville
WWTP's permit is for 0.4 mgd. The primary purpose of the scoping meeting is to discuss the NPDES
permitting process and steps. The County and CDM Smith are currently performing pilot testing and
preliminary work on an Engineering Alternatives Analysis (EAA). Additional activities will include an
NPDES application; dilution study in accordance with EPA technical guidance, including CORMIX
modeling; Whole Effluent Toxicity (WET) testing; and analysis of source water and concentrate
wastewater from the pilot study.
In addition to an NPDES permit, the project would require construction of an effluent pipeline and an
outfall (likely a diffuser in the river), including Section 404/401/10 and CAMA permitting; erosion and
sedimentation control and stormwater permitting; and Public Water Supply permitting.

Brunswick County Public Utilities (The County) is expanding its Northwest Water Treatment Plant
(NWTP) from 24 million gallons per day (mgd) to 45 mgd and upgrading its treatment process to include
advanced treatment (reverse osmosis) to remove perfluorinated compounds (i.e., Gen X) and other
emerging contaminants found in its raw water supply. This requires work throughout the existing water
plant site including new stormwater management improvements. The project also includes the
construction of a new pipeline to convey concentrate from the reverse osmosis process for discharge to
the Cape Fear River. This 4-mile pipeline will include minor stormwater work (replacement of driveway
culverts in -kind) an
4will meet the Linear Utility Projects General Permit SWG 04 requirements. Scoping

On behalf of Brunswick County, CDM Smith is requesting an Express Review for a State Stormwater
Permit (Minor Modification) for the NWTP site. The existing April 2015 State Stormwater Management
Permit (No. SW8 091204) categorizes the NWTP as a 24 percent low density development with a
maximum allowable built -upon area (BUA) of 414,770 square feet (sf). The existing BUA is 67,644 sf. The
proposed upgrades at the NWTP will increase the impervious area by 86,500 sf, bringing the total BUA at
the site to 154,144 sf, which is beneath this maximum of 414,770 sf. As a low -density development, the
only new runoff conveyance systems allowed are vegetated swales with minimum 3:1 side slopes. Per
the existing Stormwater Permit for the NWTP, minimal piping is allowed to direct stormwater runoff to
these swales. The design of the stormwater management system follows the design requirements for
low density projects as outlined in 15A NCAC 02H .1003(2). The existing 36-inch RCP drainage system
within the northern driveway, which discharges to Hood Creek, will remain unchanged except for
adjustments to catch basins and manholes required for the reconfiguration of the northern driveway
area.
Express Review is also requested for a Linear Utility Projects General Permit SWG 04 for the new outfall
and pipeline that will convey and discharge concentrate from the advanced treatment process (reverse
osmosis) to the Cape Fear River.

For the other permits, we are planning to submit over the next few months. We believe the draft NPDES permit will be
issued soon, and we expect the CAMA/404/401 permit applications to be submitted in late August. Sediment and
erosion control for the WTP will also be submitted in late August. The Public Water Supply application requires signed
and sealed plans and specs, so it is probably the end of August. The other concentrate pipeline permits will follow.
We're hoping we can get the Express Stormwater meeting set up in August and get that one going as well. I believe we
have all of the calculations and stormwater design done so should be ready to get on the calendar. I will send you the
Express Form soon.
