Explain the purpose of the proposed project: The new Rocky Mount High School campus will meet the need for additional educational facilities in the City of Rocky Mount. The City of Rocky Mount has grown substantially in recent years and a new high school is needed to expand the school system in order to accommodate the larger population of the City. 3e. Describe the overall project in detail, including the type of equipment to be used: A new high school facility, including a classroom building, athletic facilities, and parking lots, will be constructed on the 60.52 acre property. In addition, a new sewer line will be placed to connect the new facility to the existing City of Rocky Mount sewer system. This new sewer line connection will enter the property in the southern corner of the property. Equipment such as backhoes, bulldozers, motor graders, and dump trucks will be used during clearing, grading, and construction of the proposed project. 4. Jurisdictional Determinations 4a. Avoidance and Minimization 1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The majority of the site will be disturbed by this project, but the high school facilities have been placed to avoid as much of the jurisdictional areas as practicable. The majority of Wetland #2, 198 feet of Stream #2, 259 linear feet of Stream #1, and all of Wetland #4 have been avoided. The sewerline easement in the southern corner of the property has been placed so that it will cross Stream #1 at a perpendicular angle, which will minimize stream and buffer impacts. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. A retaining wall will be placed on the south side of Wetland #2 to minimize impacts to the wetland and the north end of Stream #2. Early designs did not include this retaining wall, which would have resulted in higher wetland impacts.
