the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

The City of Sanford (City) requests to modify the existing permit (Permit Number: WQ0039653) dated
November 30, 2017 for the referenced Moncure Sewer Extension project. On behalf of the City, and in
accordance with 15A NCAC subchapter 02T and the Division of Water Resources Minimum Design
Criteria, please find enclosed the following documents associated with the proposed Moncure Sewer
Extension:
• Fast Track Sewer System Extension Application (FTA 04-16)
• Flow Tracking for Sewer Extension (FTSE 10-18)
• Figure 1— USGS Topographic Map of Project Area
• Figures 2 through 5 — Aerial Maps of Project Area

• Check of four hundred eighty dollars ($480.00) issued to North Carolina Department of
Environmental Quality)
After the initial permit submittal, the City of Sanford elected to construct the Moncure Sewer Extension
project in two phases. The first phase includes the two new lift station and force main piping to the
existing Gum Fork Creek Lift Station. The second phase includes the 20-inch force main from the Gum
Fork Creek Lift Station to the existing Little Buffalo Lift Station. This 20-inch downstream force main is
anticipated to be installed by the Summer of 2021, at which point the flow from the two new lift
stations herein, will bypass the Gum Fork Creek Lift Station and go directly to the Little Buffalo Lift
Station. A second certification will be submitted prior to this change in operation.
The modification requested includes the following:

We are reviewing the subject application and need some confirmation of an item.
Figures 4 and 5 maps submitted with the application show a proposed 12" Moncure Force Main but the
application does not list any 12" force main line to be permitted. The application includes the following
FM:
19,223 If of 14" FM
20,520 If of 16" FM
16,560 If of 20" FM
2050 If of 18" FM was been deleted from the mod application.
Should the 12" FM be included in the permit mod?
