Dear Mr. Stocks:
The Wilmington Regional Office received a revised Stormwater Submittal for Jackey's Creek
Subdivision on November 2, 1994. A preliminary review of that information has determined that the
submittal for the subject project is not complete. The following information is needed to continue the
stormwater review:
1. The 55' Cul-de-sac radius on the overall subdivision plan detail does not match up with the
60' right-of-way radius shown on the Phase I plan. Please correct.
/2. Please add a detail of the split entrance road.
3. Please label the pavement intersection radius. Twenty-five feet was assumed for calculation
�r purposes.
4. By copy of this letter to Mr. Delaney Aycock, the building inspector, I am notifying him
that this project can be issued building permits, if he chooses to issue permits without the
Certification. A revised submittal has been received and the project lacks only minute
details in order to be issued a revised Certification.
5. Provide three copies of revised sheets.

The Environmental Management Commission (EMC) recently adopted
new stormwater regulations which became effective on 1 January
1988. The new rules will affect much of the development taking
place in the 20 coastal counties. Any development project
located in a coastal county that is required to submit a
Sedimentation and Erosion Control Plan to a State, County or City
review agency, must comply with the newly adopted Stormwater
Regulations.
The Division of Environmental Management has received a copy of
your Sedimentation & Erosion. Control Plan (or your Stormwater
Management Plan) for the subject project. At this time your
-submittal concerning St.or_mwate.r. Management:
Appears to be complete, and, your project will be reviewed as
soon as possible.
Is not complete. The following information is needed to
complete your submittal. Please submit the following items
within 30 days, or your project will be returned as
incomplete.

Phase 1 of Jackeys Creek Subdivision is a proposed 70 acre tract South
of Belville, N.C. on Highway #133 as shown on the vacinity map on the erosion.

This subdivision will control drainage through a series of grassed roadside
swales and will control erosion by berms, silt fencing, grassed swales, and

temporary sediment traps.
The tract was dividind into 5 basins to calculate storm run-off into
grassed swales l.thr.0 5. The basins are labeled A thru E. Control at each
swale was determined by the attached supporting calculations. Due to the type
soil being slightly impervious, a higher run-off coeffieient was used in the
calculations.
The velocities in the swales were all to great for bare soils, so it is
imperative that all swales be vegetated before full scale construction begins.
The velocities will be adequate after vegetation is established because the rough-
ness coefficient will increase in -turn lowering the velocity plus vegetation can
withstand higher velocities.
