Small- Toney: cnvircnmcntal Quality September 9, 2020 Subject: Compliance Evaluation Inspection City of Rocky Blount WW Collection System Permit Number: WQCSOOOI 1 1-dL-ecombe / Nash Comities Mitch I Iayes of the Raleigh Regional Office conducted a compliance evaluation inspection on September 3, 2020. The assistance of Nate Williams and other staff members were appreciated with this inspection. Please find attached the I3asinwide Infonliation Management Systems (BINIS) checklist sumillarizin:: the inspection. Below is a list of finclings developed From review of the permit and the inspection. I. Tile subject permit was reissued and became effective October 1, 2013 and will expire September 30, 2021. Permit renewal is required within 180 days prior to permit expiration date. 2. The Capital Improvement flan covers the years 2021-2025. Budgets for projects are approved yearly. Some projects listed include outfall rehab, pump station replacement, manhole replacement, creek crossing rehab, root intrusion elimination. 3. Ales Sommers is in charge of the Fat,.; Oils and Grease program. Restaurants are inspected throughout the year to ensure 4_rease traps are pumped out. Notice of Violations have been written but there has not been any enforcement action taken. Education materials on proper grease disposal are distributed hvice a year. 4. According to Bl.%,IS, there is approximately 434 miles of gravity sewer in the collection system. Mr. Williams stated that this number is love given that this is based on 2013 data. Ile did state that at the minimum, 10% of gravity line is being cleaned. Within 30 clays' receipt ol'this letter, please reply to this office the number of miles of gravity sewer it, the collection and also state how many feet of line were cleaned this year. 5. 'There have been 2 enforcement actions taken against Rocky Nlount Collection System since O8.10.2020; DV-2020-OOS4 and DV-2020-0059. G. There are 33 pump stations in the collection system. Twenty-eight pump stations have on -site generators. One pump station does not have SCADA. All lim-C secured access, Identification signagc and audible visual alarms. The following pump stations were inspected: Arbor Lane, Gold Rock, Drake Community, ivl B Hubbard School, and Grayson Grove. All audible 1 visual alarms operated when the iii�gh water float was lifted. "Telemetry signaled a high wet well. All +=cnerators started and operated under load when power was disconnected to the pump station.'Vl B i Iubbard School and Grayson Grove have quick connects to allow connection to a portable: generator. All pumps operated when turning on the pumps by switch. All wet wells exhibited Very little grease. 7. Three aerial lines were inspected. All were creek crossinggs. Embankments were rip!rap lined and exhibited no strearn bank erosion. Two out of tile three manholes inspected had _good floe' with no indication of solids build-up. The third manhole had no Ilow. The manhole was void of sand and solids.
