Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary)
Linda Wiggs (DWR) met onsite with Brendan Kelley (WTP Supervisor).
Discussions focused much on solids management, cost and plant shut down.
Both lagoons level of solids was high (-1-2' from surface).
Brendan stated from one lagoon that sludge was removed with a rented dredge and belt press system
from Bionomic Services beginning on December 3rd, 2019 and ending on January 21st, 2020. They
were able to press and remove 100 dry tons of alum sludge and transport to Republic Waste Services
in Lenoir, NC. Since the City is no longer allowed to bring their Alum Sludge to MSD, this removal had
an increase cost of --$100k.
Brendan stated that this facility produces the most sludge of all of the City of Asheville WTPs. The
above noted removal was from one lagoon. The other lagoon is in need of removal as well and the
lagoon that had the sludge removed appears to already need it again. The City is considering several
options for future solids management.
This WTP stopped production last week and will likely remain shut down for —6-8 months.

Comment: Solids management for the lagoons is very expensive; Asheville is considering their options.
