No I did not intend to make myself responsible for all of Raleigh's NPDES permits. I wish to only be responsible for the MS4 permit. On the other hand, Robert Massengill has no authority or responsibility for the MS4 permit. He is in a different department and not in the chain of authority for the MS4 permit. Please modify as is appropriate for this situation.
