Mr. Alsmeyer,
As you are aware, the Department has monitored the I-2304A Yadkin River Wetland mitigation
site since construction was completed in January of 2014. The Yadkin River Wetland mitigation
site is located adjacent to I-85 just west of bridge crossing Yadkin River north of Salisbury. The
mitigation effort involved restoring an old roadbed in the Yadkin River floodplain to adjacent
wetland elevations, ripping and re -vegetating the site with appropriate wetland hardwood species.
The site provides 2.74 acres of wetland restoration. According to permit conditions, NCDOT
was required to monitor the Yadkin River Wetland Mitigation Site for five years or until the
success criteria were met, with vegetation monitoring conducted each year. Specific hydrologic
monitoring was not required for this project.
During the monitoring period, annual monitoring reports were submitted to the appropriate
regulatory agencies via the Environmental Analysis Unit (EAU) website:

After five years of vegetation monitoring, the Yadkin River Wetland Mitigation Site indicates
that the planted species are surviving. Individual annual monitoring reports are available on
EAU's website for 2015-2019.

A site visit was conducted on October 1, 2020 with the regulatory agencies and NCDOT
personnel present. It was determined at that meeting that the site success criteria had been met
and that no further monitoring would be required. NCDOT requests that the appropriate resource
agencies provide documentation stating that no further monitoring is required and that the site is
