Hey Cara,
I have finalized my review of the Hollowell AsBuilt Report for the Buffer & Nutrient Offset Bank. I
have a few comments on the report:
1. DWR approves the usage of Bald Cypress towards performance standards as requested on
page 5 of the report.
2. 10 vegetation plots are located within the riparian areas adjacent to Coastal HW stream
restoration. It is noted in the BPDP, MBI & As -Built Report that all veg plots will be
monitored for five years. Please note, that while this may be acceptable for most riparian
areas within the project, the buffer mitigation credits located adjacent to the Coastal HW
stream restoration areas are dependent on the performance of the stream restoration.
Therefore, if the stream restoration isn't meeting performance standards, the 10 vegetation
plots located within these riparian areas will require further monitoring beyond the 5 years.
Those plots are 2,4,6,16,17,27,28,32,40,42
3. Shrubs were planted, however they were not shown on the planting list in the BPDP. The
BPDP also does not include shrubs as the performance standard, only hardwood trees.
Shrubs are included in the stem densities provided with the data in the As -Built report. DWR
will have to hold WLS accountable to only using stem densities of hardwood trees (& bald
cypress) towards the performance standard in the annual monitoring reports. However,
DWR is okay with including the shrub data in with the annual monitoring reports.
