SUBJECT: NC Division of Forest Resources, Rendezvous Mountain, Unnamed Tributary Purlear
Creek Stream Restoration, DWQ No. 20060387, Wilkes County
The NC Division of Forest Resources is requesting a letter of concurrence from the North Carolina
Wildlife Resources Commission (NCWRC) to obtain a 404 permit from the U.S. Army Corps of
Engineers. The NCWRC has reviewed information provided by the applicant, and field biologists on our
staff are familiar with habitat values of the project area. These comments are provided in accordance with
provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and the Fish and Wildlife
Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d).
The project is proposed to restore a severely incised and destabilized stream. Previous impacts are
indicated to have occurred due to pasture and agriculture usage. The stream will be reconnected to its
original floodplain and natural stream dimensions will be provided. About 2.4 acres of wetlands will be
enhanced. About 6501inear feet of stream will be restored.
Based on the information provided by the applicant and our knowledge of the project area, we do not
believe this project will cause negative effects to waters. If accomplished using state-of--the-art
restoration techniques, there should be an increase in the abundance and diversity of aquatic and
terrestrial habitats. Therefore, we do not object to the project as proposed providing maximum available
undisturbed riparian buffers are provided.
