Isolated wetland impacts are needed for lot development. 41. Roads, utilities, and stormwater ponds are also proposed. The limits of disturbance will be cleared of vegetation. Roadways and utilities Will be installed. Then home construction will occur. The wetland crossing will contain two 36" RCP culverts, headwalls, and rip rap. Utilities will also be installed within this crossing (Figure 2). Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The engineer minimized impacts as much as possible during the site design of the project. Impacts to a wetland finger are needed to construct a road and utilities. This wetland finger extends very far into the site and avoiding it completely would result in a lack of interconnectivity within the subdivision, which is not desired. Avoiding the isolated vetlands would result in a loss of several lots, which is not economically feasible. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The developer will obtain stormwater and sedimentation and erosion control permits prior to development. 2. The NC Natural Heritage Program database was used to determine the known presence of rare species. No federally protected species are known to occur on site. Several federally protected species are known to occur within a one mile radius, including the red -cockaded woodpecker, shortnose and Atlantic sturgeon, West Indian manatee, and American alligator. The site does not contain suitable habitat for the sturgeon or manatee. The channel on site appears to be too small and far removed from downstream waters to provide suitable habitat for the alligator. Forested uplands within the site support a mix of pines and oaks with a moderate understory and wetlands support a dense assemblage of bay species. Therefore, the site does not provide suitable habitat for the RCW. Forested areas do support suitable roosting habitat for the northern long-eared bat. Since no hibernacula or roosting trees are known to occur in close proAmity to the site, any effect to the species from tree clearing would be exempt per the 4(d) rule.
