Corey Basinger, Regional Supervisor Water Quality Regional Operations Section Mooresville Regional Office Division of Water Resources, NCDEQ 610 East Center Avenue, Suite 301 Mooresville, NC 28115 Subject: Notice of Violation Tracking Number: NOV-2020-PC-0394 Permit No. NCO004944 Edge Water Treating, LLC Rowan County Dear Mr. Basinger, 7401 Statesville Blvd Salisbury, NC 28147 V1OROS { Via Certified Mail Via Email (copy) NC DEQ conducted a compliance inspection at the Edge Water Treating, LLC facility (NPDES NC0004944) on August 26, 2020. DEQ documented the inspection findings in a Notice of Violation (NOV) letter dated August 31, 2020. Included herein is Edge Water Treating's response to the NOV. The NOV identified violations and the Edge Water Treating responses are as follows: Operations and Maintenance: Drive motor missingfrom secondary clarifier The Edge Water Treating facility has three secondary clarifiers. Two of the secondary clarifiers are operational and one secondary clarifier has been out of service for years. The secondary clarifier that is out of service is identified as -such by DEQ on page 2 of the NPDES permit and was identified as out -of -service on the previous owner's (DuraFibers) NPDES permit. The out -of -service secondary clarifier is not required for hydraulic or contaminant removal capacity to maintain compliance with effluent limits. Out -of -service equipment is listed in the permit to provide a comprehensive list of the equipment onsite; however, if DEQ does not desire for out -of -service equipment to be listed on the NPDES permit, this can be addressed at the next permit renewal in 2022. o Secondary Clarifier: One of three clarifiers had weeds blocking weirs and in effluent trough. Drive motor and return sludge pump missing from other clarifiers. The weeds have been cleaned out of the operational secondary clarifier trough and weirs. Photos of the clarifier after cleaning are attached. One of the secondary clarifiers that is operational is above -grade, and return or waste sludge is discharged by gravity. The second secondary clarifier that is operational does have an operational NC0004944 NOV-2020-PC-0394 Response, September 28, 2020 page 2 sludge pump. Due to the decreased flow the pump would not have been running during the inspection. The out -of -service secondary clarifier does not have an operational return sludge pump. In the event this third secondary clarifier is brought into service in the future a sludge pump would be installed. Pumps-RAS-WAS: Return sludge pump not installed and operational Please see response above regarding sludge pumps. DEQ also noted during the inspection that Transport Chain of Custody forms did not indicate sample preservation. Edge Water Treating understands this is required and has worked with Statesville Analytical to ensure sample preservation condition is marked in the future.
