3. Project Description:
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
This is a single-family home site in an older, existing subdivision (platted in 1954,
modified 1955). The site is bisected by a stream running north -south and is partially
covered in trees of multiple varieties, shrubs and other undergrowth. Due to steep
topography (exceeding 25%) at the front (northwest) of the site, the original
residence was built on the rear (southeast) of the site where the grades were more
suitable for home construction.
This lot shares a common paved driveway with its neighbor to the north. The
driveway crosses the stream over a concrete culvert.
Old headwalls, garden walls, bridges and other "hardscaping" indicated on the
survey and within the stream buffer are pre-existing. They were constructed
decades ago by the previous property owner.
The original home, garage and shop building were in dilapidated condition and have
recently been demolished.
Existing land uses in the vicinity are single-family residential subdivisions,
townhouse developments and a public school.
3b. Attach an 8 % x 11 excerpt from the most recent version of the USGS topographic map indicating the location of the site.

4. Proposed Activity
............................................................................................
Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:
The property owner is seeking to build a new home in the same general location on
site as the original dwelling.
General construction equipment (including backhoes for excavating footings,
concrete trucks, materials delivery trucks) and personal vehicles for laborers will
access the building site using the existing shared driveway.

Comments:
A low retaining wall along the edge of the existing driveway is necessary to protect
the driveway from collapse/erosion down into the stream buffer.
D. Impact Justification and Mitigation
.... ...... ..... ...... ...... .......
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.*
This retaining wall will only be as long as necessary for its intended purpose. The
Plot Plan indicates just 18 linear feet.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
This retaining wall will be constructed using segmental masonry units (similar to
Keystone, Rockwell or VersaLok brands). This strategy minimizes proposed impacts
because segmental block walls do NOT require excavating & pouring large footings
to resist overturning, as would be the case with conventional reinforced masonry
walls or reinforced concrete walls.
Any disturbed areas whether uphill or downhill of the retaining wall will be
restored/replanted.
E. Diffuse Flow Plan
1a. What type of SCM are you providing?*
r- Level Spreader
r- Vegetated Conveyance (lower SHWT)
r- Wetland Swale (higher SHWT)
W Proposed project will not create concentrated stormwater flow through the
buffer
r- Other SCM that removed minimum of 30% nitrogen

Re: Diffuse Flow Documentation for Buffer Authorization Application
365 Meredith Street, Raleigh NC 27606-1224 (Lot 25, Fairview Acres Subdivision - Section 2)
Greetings:
As noted in the above -referenced Application, we propose to build a new single family home on
the same general location as the previous home, garage and workshop which were recently
demolished.
Per the Plot Plans submitted with the above -referenced Application, we propose to construct 18 square
feet of new segmental block retaining wall within the Zone 2 stream buffer, in order to reinforce and
protect the edge of the existing shared driveway just before it crosses the stream over an existing
culvert.
On the application form, Section E - Diffuse Flow Plan, Question la: "What type of SCM are you
providing?" I have checked the box that says "Proposed project will not create concentrated stormwater
flow through the buffer".
I am not qualified to perform runoff calculations to compare pre -construction versus post-constrction
impacts, but with respect to the buffer impact of this retaining wall, there should be no greater
"concentrated stormwater flow" through the buffer after this wall is constructed, than what exists now
from the existing pavement and residential parking areas.
Please let me know if you have any additional questions, comments or concerns.
