Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: This is a single-family home site in an older, existing subdivision (platted in 1954, modified 1955). The site is bisected by a stream running north -south and is partially covered in trees of multiple varieties, shrubs and other undergrowth. Due to steep topography (exceeding 25%) at the front (northwest) of the site, the original residence was built on the rear (southeast) of the site where the grades were more suitable for home construction. This lot shares a common paved driveway with its neighbor to the north. The driveway crosses the stream over a concrete culvert. Old headwalls, garden walls, bridges and other "hardscaping" indicated on the survey and within the stream buffer are pre-existing. They were constructed decades ago by the previous property owner. The original home, garage and shop building were in dilapidated condition and have recently been demolished. Existing land uses in the vicinity are single-family residential subdivisions, townhouse developments and a public school. 3b. Per the Plot Plans submitted with the above -referenced Application, we propose to construct 18 square feet of new segmental block retaining wall within the Zone 2 stream buffer, in order to reinforce and protect the edge of the existing shared driveway just before it crosses the stream over an existing culvert. On the application form, Section E - Diffuse Flow Plan, Question la: "What type of SCM are you providing?" I have checked the box that says "Proposed project will not create concentrated stormwater flow through the buffer". I am not qualified to perform runoff calculations to compare pre -construction versus post-constrction impacts, but with respect to the buffer impact of this retaining wall, there should be no greater "concentrated stormwater flow" through the buffer after this wall is constructed, than what exists now from the existing pavement and residential parking areas.
