The EQ basin has a thick layer of solids. With no aeration in the basin, the influent has a risk of going septic. The permit states that the plant should have a 20,000 gallon aerated flow equalization tank. At the time of the inspection the ORC stated that had been cut off from the tank to ensure proper aeration of the aeration basins. If this cannot be acheived with a single blower for both EQ basin and aeration basin, a modification is recommended to accomodate air flow to the EQ basin as well as the aeration basin. Alarm circuitry for the EQ basin is not functional. The ORC attempted to repair alarm, however, the circuitry is so corroded that it was falling apart when touched. This panel needs to be replaced to ensure the plant can function properly. The sludge that has accumulated in the EQ basin needs to be pumped out. The entire plant needs maintenance to deal with rust, perhaps sandblasting and painting for some areas. However, there are some areas that will need more extensive repair. Such as (but not limited to), a spot on the outside of the EQ basin and some of the cross members. Generator and transfer switch are functional. Effluent flow calibration is good. Clarifier has even distribution. Aeration basin has good color. Effluent is clear and odorless. Only on a field was dosed while inspectors on site due to low efluent volume. *Front field had some nozzles that needed replacing - they are cutting a trench in the field and could cause ponding. Also the field needs to be raked out and weeded. *Back field was not dosed but it had trenches also from malfunctioning nozzles. The field needs to be raked out and weeded. Also, there is some ponding around the center - this needs to be alleviated. The back-up ORC is invalid. This was noted on last year inspection. If a ORC designation form is not submitted to Raleigh within 30 days of the inspection, a Notice of Violation will be issued. Please submit a copy of designation form to the Wilmington Regional office. ***The ORC designation form was received in the WiRO on August 13, 2013.
