Don,
Can you please provide a more detailed explanation as to how COVID prevented monthly sampling at your facility? We
do have many facilities throughout the state who have been able to conduct sampling in a safe, socially distant manner.
Sincerely,
Annette

adjusted operations to protect the health and safety of the staff and public. Many employees are working remotely or
are on staggered shifts. To accommodate these staffing changes, all DEQ office locations are limiting public access to
appointments only. Please check with the appropriate staff before visiting our offices, as we may be able to handle your

Bethany:
Thank you for your response- I am out in Georgia today with some bad service. I will be glad to prepare a letter tonight
and get to you tomorrow with any additional documentation that I need to provide. Please find the attached zip file
with the 2020 DMRs as submitted (the Tier 2 reports have a statement in red). We have resumed monthly monitoring
earlier this month.
Please let me know if I need to provide anything additional. I need to check with management on how much particulars
I can share about the COVID that was present at our site, but I am sure I can provide an overview without difficulty.
Thank you again for your time -

Don,
The word we have from Division management is that suspensions in monitoring monthly as a result of COVID-19
restrictions may be excused, but the reasons should be clearly explained and documented. This explanation for the
monitoring gap (and specifically which periods it impacted) can be sent to us (e-mail is fine), and we will keep it with the
permit file.
What are the permit numbers that you submitted the DMRs for? I can take a look at what you included on there and let
you know if additional explanation is advised.

Bethany :
I hope you are well. Would you have time for a quick call to discuss monitoring frequency at one of our facilities during
the past few months due to COVID? A brief run down is below:
• The site is currently in Tier 2 status (SB2W for Fecal) subsequent to the 1st Semi-annual event of 2020.
Due to COVID-19 and for the safety of Great Oak employees and Contractors, the monthly Tier II sampling
(SB2W) was suspended through August 2020. When WM travel loosened at the beginning of September 2020,
sampling was resumed (September samples have been taken) after EP was able to meet with contractor to
discuss new sample location.
• Tier 2 Status:
The site has cleaned basins, repaired/replaced skimmers, and has recently moved the sample location closer to
the property line. Additionally, the site has taken upstream samples (September 2020) for Fecal. Wildlife is
abundant in the immediate and surrounding areas; documentation of wildlife activity will begin for a future
request for variance of the Fecal threshold.
As you can see, I halted our contractors monitoring of our facility in March (scheduling due to the unknowns of COVID,
and issues with COVID present in other contractors at our facility). I documented this on DMR forms that were
electronically submitted. I just want to discuss any ramifications from your division for us having to do this.
Thank you for your time -
