Inspection Summary:
The facility appeared well operated and maintained with some minor issues with storage of barrels, small petroleum spills
around the yard, and grain spillage at the loading areas. The SWPPP was missing some components, the map needs to be
updated, and the facility needs to conduct qualitative monitoring. These tasks must be completed by April 24, 2020 with
written documentation submitted to the Mooresville office to prevent enforcement action from being taken. If you have any
questions, please contact me at Lily.Kay@ncdenr.gov or by phone at (704) 235-2137.

Stormwater Pollution Prevention Plan
Yes
No NA NE
Does the site have a Stormwater Pollution Prevention Plan?
# Does the Plan include a General Location (USGS) map?
# Does the Plan include a "Narrative Description of Practices"?
# Does the Plan include a detailed site map including outfall locations and drainage areas?
# Does the Plan include a list of significant spills occurring during the past 3 years?
# Has the facility evaluated feasible alternatives to current practices?
# Does the facility provide all necessary secondary containment?
# Does the Plan include a BMP summary?
# Does the Plan include a Spill Prevention and Response Plan (SPRP)?
# Does the Plan include a Preventative Maintenance and Good Housekeeping Plan?
# Does the facility provide and document Employee Training?
# Does the Plan include a list of Responsible Party(s)?
# Is the Plan reviewed and updated annually?
# Does the Plan include a Stormwater Facility Inspection Program?
Has the Stormwater Pollution Prevention Plan been implemented?
Comment: The Stormwater Pollution Prevention Plan (SWPPP) was available but had not been updated
since 2007. The SWPPP needs to be annually updated and certified with the correct
responsible parties listed. All of the pertinent documentation for spills for release of secondary
containment release and a review of alternate practices need to be included in this document
The site map also needs to be updated with the drainage flow patterns and the storm system
needs to be checked for other property discharges into the storm system since all of the vard
inlets drain to one sampling location
Qualitative Monitorin
Yes No NA NE
Has the facility conducted its Qualitative Monitoring semi-annually? El M El El
Comment: Qualitative monitoring has not been conducted
Analytical Monitoring
Yes No NA NE
Has the facility conducted its Analytical monitoring?
# Has the facility conducted its Analytical monitoring from Vehicle Maintenance areas? El 11 El EJ
Comment: Analytical monitoring has been conducted and all results were within the benchmark limitations
The hold time for pH is 15 minutes so if the samples cannot be checked into the laboratory
within that hold time off needs to be taken on -site Fecal coliform and Enterococci parameters
are not required because the facility does not process meat
Permit and Outfalls
Yes No NA NE
# Is a copy of the Permit and the Certificate of Coverage available at the site?
# Were all outfalls observed during the inspection? El EJ El
# If the facility has representative outfall status, is it properly documented by the Division?

Permit: NCGO60156 Owner - Facility: Bartlett Milling Company
Inspection Date: 02/20/2020 Inspection Type : Compliance Evaluation Reason for Visit: Routine
# Has the facility evaluated all illicit (non stormwater) discharges?
Comment: Only one outfall was observed, because all of the yard inlets drain to one low point.
