Michelin Aircraft Tire Company (MATC) is submitting the enclosed Notice of Intent (NOI) for coverage under
General Permit NCGOS0DQ0 for the Michelin Aircraft Tire Company facility located at 40589 South Stanly School
Road in Norwood, Stanly County, North Carolina. The MATC facility is currently operating udder an individual
permit, NPDES Permit #NCS000373. The MATE facility would like to transition from coverage under the existing
individual permit to a general permit, and is requesting coverage under General Permit NCG050000. Also enclosed
Is a rescission request form for rescission of individual permit #NCS000373.
The process of transitioning from an individual permit to the general permit was discussed previously with Alaina
Morman of your department, who recommended submitting the NOI application and rescission request together
so that If the facility is approved for coverage under the general permit, the rescission can be processed

The site is making known that for the sampling period from March 1, 2018 to September 1, 2018
a stormwater sample was not obtained for the NPDES stormwater permit NCS000373. As of the last
sampling, the site was not under any Tier programs and there was flow during this monitoring time. An
analytical monitoring did not occur due to the inability of the terms of the permit and the plant safety
protocols to align.
Our area had a season of very 'Unpredictable storms that would begin overnight and our sampling
locations are not safe to test in the dark. In addition to this, we had a wet season and a storm would last
for multiple days. Thus, over the entire time period, there were only four days at the site that met the
criteria of a "representative storm event!' as stated in the permit. These four days did not meet the site's
criteria of a safe sampling event due to the hours in which they began.

The site was able to get a stormwater sample on September 10, 2018. We are still awaiting the lab
e
results at this time, but have included pH in the current report. The completed SDO Monitoring rI port for
this event will be sent in once we receive the results. We are currently taking action on ways to make
sampling safer so that we do not have this same issue in the future.
