To Whom It May Concern:
In accordance with General Permit NO. NCG020000 Vulcan Materials Company, LLC (Vulcan) is
submitting notification within the 30 days of receipt of analytical results indicating an exceedance of a
benchmark value as outlined in Part V Section E. Vulcan's contract laboratory contacted Vulcan in late
December to inform us that the turbidity levels in the samples for Outfalls 002 and 005 were potentially
above the benchmark values (note that the laboratory results were received on December 31, 2019). A
copy of the discharge monitoring report for the above referenced facility, which includes the laboratory
report received on December 31, 2019, is provided as Attachment 1.
Vulcan is in the process of implementing the Tier One response requirements for turbidity exceedances as
detailed in Part IV, Section A of General Permit No. NCG020000. Specifically, Vulcan attempted to the
identify and evaluate the possible causes of the benchmark exceedance within one week of being notified
of the results. The exact cause of the exceedance was unknown at the time and therefore, the facility took
another sample during the next qualified storm event. The results of the second sample have indicated
that the turbidity results were significantly less than the benchmark value (both samples were reported at
<1 NTU). A copy of the second sampling event analytical report is provided as Attachment 2.
Although it appears that there does not appear to be a turbidity issue at these outfalls at this time, as part
of the Tier one process, Vulcan plans to continue its research into potential causes of the exceedances and
make improvements to our 002 and 005 Outfall structures in the near future. Documentation of all
responses in accordance with the Tier One requirements for turbidity will be maintained with the
facility's Stormwater Pollution Prevention Plan.
