General Permit — Low Density Fast Track

Dear MrWidener:
On January 31, 2014 the Division of Energy, Mineral, and Land Resources (DEMLR) received
your application for a Low Density Fast Track project to be covered under the State Stormwater
General Permit Number SWG060000. In accordance with your application request we are
forwarding herewith the subject Certificate of Coverage Number SWGO60006, along with a copy
of the General Permit, for the construction of built -upon area associated with this low density
project. The General Permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1, Title 15A NCAC 2H.1000, SL 2008-211, andSL 2006-246, the stormwater
management rules.
Please pay particular attention to:
1. Enclosure 1: Permit condition Section B.1 requires the Permittee to notify the
Division at least forty-eight (48) hours in advance of commencing construction of
the permitted project.
2. Enclosure 2: Permit condition Section B.3 requires that a designer's certification
and as -built drawings for the project be submitted to the Division within 30 days
of completion of the permitted site grading, road construction, sidewalks, and
stormwater conveyance system, and prior to the sale of or construction on any
lot.
3. Enclosure 3: Permit condition Section B.6 requires the Permittee to routinely
update the Master Plan of development and/or the submitted site plan by March list
of each year, beginning not later than one (1) year from the COC effective date,
and ending when the project is completely built per the approved plans. The
Permittee shall submit project BUA status and all changes to the Division for
review using the provided Annual Permittee Certification Form.
Permitting of this project does not constitute an acceptance of any part of the project that does
not meet the stormwater rules unless specifically mentioned herein. Division approval of this
project is based on acceptance of the certification provided by an appropriate North Carolina
licensed professional in the application. It shall be the Permittee's responsibility to ensure that
the as -constructed project meets the appropriate design criteria and rules. Failure to comply
may result in penalties in accordance with North Carolina General Statute §143-215.6A through
§143-215.6C and/or referral of the North Carolina licensed professional to the appropriate
licensing board.

This permit shall be effective from the date of issuance until rescinded and shall be subject to
the conditions and limitations as specified therein, and does not supersede any other agency
permit that may be required. Please pay special attention to the conditions listed in this permit
regarding the Operation and Maintenance of the BMP(s), recordation of deed restrictions,
procedures for changes of ownership, and transferring the permit. Failure to establish an
adequate system for operation and maintenance of the stormwater management system, to
record deed restrictions, and to follow the procedures for transfer of the permit, will result in
future compliance problems. This cover letter shall be considered part of this permit and is
therefore incorporated therein by reference.
Please take notice that this Certificate of Coverage is not transferable except after notice to and
approval by the DEMLR. The DEMLR may require modification or revocation and reissuance of
the Certificate of Coverage.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the
right to request an adjudicatory hearing by filing a written petition with the Office of
Administrative Hearings (OAH). The written petition must conform to Chapter 150B of the North
Carolina General Statutes, and must be filed with the OAH within thirty (30) days of receipt of
this permit. You should contact the OAH with all questions regarding the filing fee (if a filing fee
is required) and/or the details of the filing process at 6714 Mail Service Center, Raleigh, NC

Unless such demands are made this permit shall be final and binding.

A LOW DENSITY DEVELOPMENT
In compliance with the provisions of North Carolina General Statue 143-215.1, as
amended, other lawful standards and regulations promulgated and adopted by the North
Carolina Environmental Management Commission, and 15A NCAC 2H.1000, SL 2008-211,
and SL 2006-246, the Stormwater Rules,
Camden Square Associates of North Carolina, Inc.
is hereby authorized to construct a 18 lots residential subdivision with a total of 457,704
square feet of built -upon area (18 lots at 25,428 sf each) located at
Joyce Landing
Keeter Barn Road, South Mills, Camden County
and to discharge stormwater to receiving waters designated as Joyce Creek, a class C; Sw
water in the Pasquotank River Basin, in accordance with the provisions of the General
Permit for a Low Density Development, No. SWG060000, and the submitted stormwater
management plans and specifications, and other supporting data as attached and on file
with the Division of Energy, Mineral, and Land Resources and considered a part of this
permit for the subject project.
This certificate of coverage shall become effective February 13, 2014.
This Certificate of Coverage shall remain in effect for the duration of the General Permit
SWG060000.
