Total project length is 1.4 mile. The roadway will be widened from 16 feet to 20 feet and stabilized grass shoulders (6 foot) will be provided. This project will require the replacement of two (2) wet cross lines as shown below: tRoadwa Station Existin Culvert Pro osed Culvert #1 38+77 40LF 36" RCP 5OLF 42" CMP #2 66+10 2-40LF 36" RCP 2-50LF 95"x67" CA New stream impacts = 20 linear feet Construction of this project will require impacts to waters of the United States in the Lumber River Basin. The Crossings convey UT's to Slades Swamp. (Class C Sw). Crossing #1 conveys an agricultural ditch under SR 1723. Hydrology was noted at the culvert entrance and exit, but, for the most part, the channel was dry. The channel is intermittent with a bottom width of four (4) foot. On the downstream of the culvert, it was also noted that the channel was excavated with sidecast material situated along the top of bank. The existing 40LF 36" RCP will be removed and a 50LF 42" CMP will be installed. The culvert will be buried 8 inches (20% of diameter), though there is little opportunity for aquatic movements due to the intermittent nature of the UT to Slades Swamp. P. O. Box 1150, Fayetteville, NC 28302-1150 - Telephone (910) 437-0207- Fax (910) 486-1959 ` J Crossing #2 also conveys a UT to Slades Swamp. At this crossing, a small swath of wetlands will be impacted by the placement of fill material along both sides of the road. The impact is minor, 0.021 acre, which is necessary to provide for the proposed safety improvements, i.e. 20 foot paved roadway with 6 foot stabilized shoulders and 3:1 side slopes. The existing culvert consists of twin 40LF 36" RCP's, but, due to reoccurring overtopping of the roadway, the crossing will be upgraded. The culvert is presently flush with the stream invert. The NCDOT Hydraulics Unit has determined that the replacement be Twin 95"x 67" CMPA's. The culverts will be buried one (1) foot and a sill will be installed at the entrance of the off-line culvert. The sill will close off the first 2.5 foot of stream elevation to the bank full stage. Low flow will be conveyed through the in-line culvert, while flows greater than bank full will be conveyed through both culverts. RESOURCE STATUS In general, there will be minor impacts proposed as the result of the replacement of the culverts along SR 1723 in Columbus County. Twenty (20) linear feet of stream impacts and 0.02 acres of wetland impacts are expected. A Nationwide Permit #14 / NCDENR 401 WQC 3404 is required for the project. Endangered Species: Plants and animals with Federal classification of Endangered (E) or Threatened (T) are protected under provisions of Section 7 and Section 9 of the Endangered Species Act of 1973, as amended. As of January 29, 2004, the U.S. Fish and Wildlife Service lists five federally protected species for Columbus County. These species are not biologically endangered or threatened and Are not subject to Section 7 consultation. A biological conclusion of "No Effect" was reached for all species during the May 19, 2004 survey for protected species. Protected species were not identified, nor, was the general habitat for each species identified. REGULATORY APPROVALS Application is hereby made for a Department of the Army Nationwide Permit 14 / NCDENR 401 WQC 3404 as required by the above-described activities. Due to the minor nature of the wetland impacts, wetland mitigation is not required for this project. The National Register was reviewed in addition to conducting a field view of the project for significant historic features. Submission has been made to the State Historic Preservation Office for their concurrence and clearance. The project impacts are minor in nature and should not remove or degrade existing water quality uses. Pipe sizes proposed are the minimum necessary to create a safe highway while accommodating the 25-year design storm. By utilizing the erosion control measures, downstream water quality standards will be protected. All appropriate BMP's will be utilized during construction.
