Project Delivery Team Meeting No. 10 - April 24, 2008
A Project Delivery Team (PDT) Meeting was held on Thursday, April 24, 2008 at the Herb
Young Community Center in Cary to discuss the Western Wake Regional Wastewater
Management Facilities (WWMF) project. The following were in attendance:

The following briefly summarizes the meeting and is organized per the meeting agenda
(attached).
1) Handout Distribution
Mr. Wicker stated that several handouts have been distributed, as listed on the agenda
(attached). A summary of the March 27, 2008 PDT meeting, revised draft description of
criteria to be used for final evaluations, draft secondary and cumulative impacts
analysis and a draft environmental justice analysis.

2) Harris Lake Modeling
Mr. Kreutzberger gave a presentation on the updates to the Harris Lake Discharge
modeling efforts. He said that four sampling locations had been monitored in the past.
In addition to those four, two other locations will be monitored in 2008 as part of the
modeling efforts. The upcoming schedule for the modeling is as follows:
Model calibration - April/ May 08
Model sensitivity to discharge - May 08
Preliminary model report - June 08
Updated model analyses and reports - Jan 09
Mr. Sink asked if the model run data is based on the four current sampling locations.
Mr. Kreutzberger said that the model will be developed using those four locations, and
we will know more about the adequacy of the data for calibration in June. Mr. Kelly
asked if the lake modeling accounts for plans by Progress Energy to raise the lake
elevation. Mr. Kreutzberger said that it does. Mr. Sink asked at what water depth the
samples are taken. Mr. Kreutzberger said that the chlorophyll sampling and other
chemical parameters are collected as a composite sample and that is taken in the photic
zone to the depth that light penetrates and where algae can grow. Other physical
parameters are measured in increments from the surface to bottom.
Mr. Lucier asked if sediment samples would be taken. Mr. Kreutzberger said that
sediment samples were not taken and Mr. Lucier asked why they were not. Mr.
Kreutzberger said that sediment sampling is typically a research effort and not a
modeling effort. Mr. Lucier mentioned that sediment sampling is important for fish and
wildlife such as the metal content in the sediments. Mr. Kreutzberger said that the state
is only requiring nutrient modeling.
3) Final Site Evaluations
The design engineers were provided the results of the wetlands delineations and they
provided site layouts for each site minimizing impacts. For sites 19 and 30, the entrance
road will cross parcels where wetlands were not delineated. Ms. Swanek said that the
Partners require permission for land access on those sites for wetland delineations. In
addition, the bridge on Friendship Road will need improvements. Mr. Kelly asked if the
bridge replacement at site 19 accounted for the raising of Harris Lake. Mr. Kreutzberger
said that he did not know but that it would be looked at. Mr. Kelly asked for
clarification on the on the purple areas shown on the map and why some of them were
larger than the affected roadways. Ms. Swanek said that the purple areas show
locations that need further investigation for impacts and that the impacts associated
with road construction are not only limited to the roadway. Mr. Wicker said that the
impact areas associated with the road construction are consistent with DOT projects.

Mr. Kreutzberger said that the impact analysis will continue with the GIS data until site
access is permitted.
Mr. Kelly asked if there were any additional areas shown on site 21/23. Ms. Swanek
confirmed that there were not any. Mr. Sink asked if an alternative location was
available for the bridge near site 19. Mr. Wicker said that the construction of a bridge is
a DOT project and all location options will be investigated. Mr. Bailey said that having
two bridges crossing a river does not minimize impacts to the surrounding
environment.
Mr. Wicker asked for comments on the final site evaluations if something appears to be
lacking. Mr. Kelly asked if that statement was true for pipelines as well. Mr. Wicker
confirmed that it was.
Mr. Barth said that New Hill had already submitted comments on the materials from the
previous PDT meeting. Mr. Wicker said that he did not receive any and requested that
comments be resubmitted and that they would be distributed at the next PDT meeting.
4) Secondary and Cumulative Impacts
Ms. Swanek gave a presentation on secondary and cumulative impacts in which she
defined secondary and cumulative impacts, gave a general overview of master
mitigation plans, gave both a geographic and temporal scope of the analysis, and listed
future conditions that were under consideration.
Mr. Barth said that Harris Lake should be mentioned as a nuclear facility and Mr. Kelly
added that people were impacted before the lake was filled due to land condemnation,
etc. Ms. Swanek said that a short description could be added to the document. For the
summary tables of past wetland and stream impacts, Mr. Wicker stated that computer
data conversion issues required that the data range be 2000 through 2006. Mr. Kelly
asked why the power transmission lines were not included in the analysis. Mr. Wicker
requested that those concerns be included in the submitted comments.
Regarding the DWR hydrologic model, Mr. Barth asked whether Progress Energy's
plans for withdrawal from the Cape Fear River had been incorporated into the model.
Ms. Swanek said that the model update currently being completed by TJ Council of
Governments will address this issue, and the document will be updated once the
modeling results are available.
Mr. Tarver asked if it is reasonable to assume that impacts stop at the service boundary.
Ms. Swanek said that no water or sewer is provided outside of the service area.
Therefore, impacts should be minimal and are not addressed outside the service area.

Mr. Kreutzberger requested that all comments/concerns be addressed now before the
draft EIS is completed. Mr. Tarver asked if the total capacity of the plant would be
installed by 2030. Ms. Swanek confirmed that the majority of the capacity will be
installed by 2030.
Mr. Kelly requested that Wake County be added to the secondary and cumulative
impacts summary of mitigation programs.
5) Environmental Justice Data
Mr. Kreutzberger gave a presentation on the environmental justice (EJ) analysis in
which he outlined four major steps within the process. He said that steps one and two
have been worked on at this point. He emphasized that public participation is an
important factor throughout the process. In the presentation, Mr. Kreutzberger
presented a set of revised maps for site 19 and stated that site 19 was only used as an
example and that the same analysis was completed for the remaining sites.
Mr. Barth asked if weighting was involved in the analysis. Specifically, Mr. Barth asked
if an entire census block would be included if only a small corner of a census block
touched the boundary of interest. Mr. Wicker confirmed that all census blocks that are
crossed or touched by the boundary of interest will be included and not weighted, but
will be analyzed in more detail in the document. Mr. Sink asked if information could be
determined for people that lived in the small portion of a census block that was
included in the WWTP boundary. Mr. Kreutzberger said that the required information
(income, minorities) cannot be obtained with further investigation such as door to door
surveys, only numbers of people. Mr. Kreutzberger said that the state requires that no
weighting factors are used in the EJ analysis and that a qualitative analysis must be
completed.
Ms. Morrison asked if the half mile boundary was from the site boundary or the center
of the site. Mr. Kreutzberger said that it is measured from the boundary of the site. Ms.
Morrison also asked if an impact was temporary (traffic), should it be included in the
analysis. She will email her comment.
Mr. Sink requested that the document elaborate on the community benefits because
some are confusing. Mr. Kreutzberger said that they will be clarified.
Mr. Wicker requested comments on the meeting materials by Friday, May 2nd
