Thank you for contacting me yesterday regarding the DART -Clean Earth facility's bulk storage of treated wastewater.
After consulting with my colleagues, the bulk storage tanks for treated wastewater are not exempt from the
requirements for secondary containment as described in the Individual Industrial Stormwater Permit No. NCS000312.
Treated wastewater at this facility would be considered a liquid material that is produced as part of the industrial
process, and therefore subject to the secondary containment requirements. Please let me know if you have any
additional questions.
