The inspection of the wastewater irrigation system was conducted on October 1, 2020 by Division staff member Patrick Mitchell. All system components were found to be present and appeared to be functioning properly at the time of the inspection. The Division has also received the Engineering Certification from Mr. Jack Harman, PE. The wastewater irrigation system is operational and can be put in to use when needed. However, please address the following items within 30 days of receipt of this letter: There are areas of soil disturbance present in the irrigation field with ruts following system installation. Please smooth out these areas by hand to prevent compaction. Replace topsoil with the onsite topsoil spoil pile where necessary to create a uniform landscape that does not collect and hold water. Also, please establish ground cover in disturbed areas to prevent erosion and runoff from occurring. The final grading has not been completed around the wastewater treatment system. Please ensure that all tank risers have a minimum six (6) inches of rise above the finished grade. A follow-up inspection will be conducted to ensure the above listed items are completed. Please see the attached inspection report for additional observations and comments. The system has not been put inuse yet. The following persons accompanied Division staff on the inspection: Andrew Miller; Jack Harman, PE; Todd with AQUA; and Frank with Transou Septic. The purpose of this inspection was to verify system installation and operation. On October 1, 2020 the Division received a final Engineer Certification for the subject system from Mr. Harman, PE. The system components were found to be present and appeared to be operational at the time of inspection. Only minor changes from the approved plans were observed and are listed below: - Advantex treatment unit was installed opposite side of the recirculating pump tank from that shown on the approved plans. See attached field sketch map. - The recirculating pump tank has a 30 GPM pump installed instead of a 20 GPM pump. - The storage -dose pump tank has a 20 GPM pump installed instead of a 16 GPM pump. While the system has been certified by the design PE and was found to be operational, the items listed below require action and follow-up. 1. There were disturbed areas (e.g. ruts and scraped topsoil) present in the spray field resulting from system installation. These areas need to be repaired carefully to prevent compaction. The Permittee (Mr. Miller)showed Division staff a stockpile of onsite topsoil that is present. This topsoil is to be used to fill in low areas as needed to create a final uniform topography that will not collect and hold water in or adjacent to the spray patterns. 2. The disturbed areas also need to have a ground cover established to prevent erosion and runoff from occurring. 3. The final grading has not been completed around the wastewater treatment system due to recent rains. The minimum height for tank risers is 6 inches above final grade. The grading should be done to shed water from around the tanks and to ensure a minimum 6 inches above grade for riser lids. If necessary, additional riser section should be added to achieve this. OTHER NOTES: Reportedly the floats have been set to dose the system within the specs in the approved plan. Three of the spray heads (heads #4, #5 & #8) did not operate properly when initially tested during inspection. Contractors cleaned nozzles for each head and tested to demonstrate operating properly. Reported clogging was due to shavings and minor construction debris being flushed out of the system. - Requested homeowner closely monitor spray heads to ensure no more clogs result and cleanout as necessary to prevent wastewater runoff and discharges. - Particular attention is needed for spray heads #3 and #4 which are immediately upslope from a small rill leading to a drainageway which can act as a conduit to surface water discharge. The access restriction fence was found to be compete, all except the small section closes to the home. This area is remaining open until construction activities are completed to allow access for work. Permittee plans to install an opening that can be easily lowered to allow maintenance access to spray field. Discussed future routine compliance inspections conducted by the Division and associated records to be maintained for the system. Copy of permit forwarded to Permittee for records. Reportedly the Advantex manufacturer requires a certified ORC to maintain product warranty. AQUA has been obtained by the Permittee to serve as the ORC for the system with a minimum of once per year ORC visitation frequency. The system has telemetry installed. AQUA plans to monitor the system remotely and make any operational adjustments necessary from data obtained. Part of the monitoring reportedly includes UV disinfection system monitoring. Bulbs planned for replacement at minimum 1/yr. AQUA will maintain operational record logs that can be obtained for review. *FOLLOW-UP INSPECTION IS REQUIRED TO ENSURE ACTION ITEMS ARE COMPLETED.
