You are not obligated to take samples until the permit is finalized. There is a monitoring schedule on page 9 of the draft
that explains how and when samples should be taken:
The perinittee shall complete the analytical saInplings in accordance with the schedule
specified below in Table 2, unless adverse weather conditions prevent sample collection
(seeAdveme Weather in Definitions]_ Santplingis not ivquired autside of the facility's
normal operating hours. A minimum of CO days rnu st separate Period 1 and Period 2
sample dates, unless monthly monitoring has been instituted under a "Tier Two"
response. Inability to sample becattse of adverse weather conditions must be documented
in the SWPPP and recorded on the DMR. The permittee must report the results from each
sample taken within the monitoring period [see Part Ill, Section E]- However, for purposes
of benchmark comparison and Tiered response actions, the permittee shall use the
analytical results from the first samyIc with valid results within the monitoring period.
