Reference: Application for Section 404 Individual Permit, Section 401 Water Quality
Certification, Tar-Pamlico Buffer Authorization, and CAMA Major Development
Permit dated November 4, 2009.
Please see the enclosed revised permit drawings and buffer drawings for the above referenced
project. Further design considerations have indicated the need for additional fingers on the
temporary work bridge to facility construction. Temporary impacts to surface water or wetlands due
to work bridge bents will increase by less than 0.01 acre (see Additional Impact Notes on permit
drawing sheet 16 of 17). No additional impacts to buffers will result from this change.

Chris, I don't see where this technique would be any more disruptive than the bridge piling installation that will follow
the spudding. I am not aware of any situations where we recommended the use of a temporary casing, unless DOT was
proposing to pump it dry and work in the moratorium. Therefore as long as the work is conducted outside of the
moratorium period I do not object.

BRIDGE 77 OVER PANTEGO CREEK ON NC 99
BEAUFORT COUNTY
Good morning,
I've spoken with a few of you about this and played phone tag with a couple of others. Our Geotechnical Unit has asked
us to query the resource agencies about a technique called spudding. For those of you that are not familiar with the term,
spudding which a contractor may choose over predrilling, is defined as driving or dropping a steel H pile and then
removing it. They feel that it is highly likely that the contractor may choose to use spudding,if there is difficulty with the
pile installation for bents of this bridge. Specifically, they would like to know if spudding can be used for this project without
the use of temporary casing. Our thoughts are that spudding would cause even less disturbance than predrilling and
therefore a temporary casing would not be necessary, saving time and money.
We are hoping that this can be done as somewhat of a test project and if proven effective, they may choose to have this
option available for other projects in the coastal plain.
Please provide us with your comments by the end of February to make the May 2010 let date. Additionally, please let us
know if this needs to come in the form of a revised permit application as each of the three permits have not been issued.
