Dear whom it may concern,
The Southern States Cooperative, Inc. (SSC) would like to submit this renewal
package for the SSC Lumberton Fertilizer Plant. The Lumberton plant is located at
745 Old Whiteville Road in Lumberton, North Carolina and has been covered under
an Individual NPDES Storm Water Permit (#NCS000541). Included with this letter
are two copies of each of the doe-aments listed on the Supplemental Information list
for the renewal of an individual permit. This includes two copies of the current site
map, summary of analytical and visual data, list of current BMPs, the Renewal
Application form and the Certification statement for the Storm Water Pollution
Prevention Plan.
There have been no significant changes in the industrial activities at this site since
this permit was issued.

Current Best Management Practices in place at the Southern States Lumberton Fertilizer
Plant NPDES Permit #NCS000541
The current Southern States Lumberton Fertilizer Plant was designed so that all of the
fertilizer is stored, handled and blended inside the building. Both the loading and unloading
areas for the trucks and rail cars are under roof. Trucks are loaded with product in a covered
area that has concrete floors which makes cleaning up small spills very simple. The
unloading area in the back of the plant is gravel around the pits for offloading the rail cars
and concrete for the areas where the trucks dump. These improvements greatly reduce the
likelihood of any spill fertilizer from coming in contact with surface water runoff.
All equipment kept onsite will be inspected on a regular basis in order to detect any leaks or
unsafe conditions. A monthly inspection checklist has been developed for the equipment that
will address topics related to preventing stormwater pollution problems. Any deficiencies
will be noted and reported to the manager so that corrective actions can be taken and copies
of these checklists will be maintained in a file onsite.
The following practices will be implemented at the site in order to reduce the potential for
fertilizer or any other material from contaminating the storm water runoff:
• Drip pans will be placed underneath the vehicles and equipment that are being
repaired to catch any oil or other liquid that might leak out.
• All of the exposed concrete pads that are used in the fertilizer operations will be
swept clean at the end of each day and any recovered product will be used as fertilizer
materials in agricultural practices when available.
• The only bulk fertilizer that is stored outside is the bulk lime which is kept on the
western edge of the property next to the railroad. This is not considered a potential
pollutant.
• Any debris and/or trash around the facility is picked up each day.
• If any petroleum product such as diesel fuel is spilled on the property, that operation
will shut down until the leak is stopped and the spill has been contained and cleaned
UP.
• The facility keeps material onsite that can be used to clean up and contain any spill
such as absorbent pads, sand and lime. This facility uses agri-sorb in their fertilizer
blends, which is an absorbent material similar to stay-dri that can be used to clean up
spills. All employees will know where these materials are located and the proper spill
response procedures, which includes where to find the emergency response numbers
and who needs to be called.
• Employees shall observe all delivery drivers while they are onsite to insure that
material is properly handled and that any spilled material is contained and cleaned up.
