4.0 BEST MANAGEMENT PRACTICES
Best Management Practices (BMPs) are measures that can be taken to reduce the exposure of
significant materials and the potential for stormwater pollution. The intent of BMPs is to help
identify potential sources of pollution and reduce the risk of pollution from these sources.
Pollution prevention measures, which include monitoring, inspecting, and covering potential
pollutant sources are currently being used at the facility. Routine inspections are made of all the
tanks, containments, lines, valves, and pumps. Materials are stored inside, under cover, where
possible.
4.1 Non -Structural Controls
Non-structural controls are practices that are specifically intended to reduce the amount of
pollution getting into surface waters. They are generally implemented to address the problems at
the source; they do not require any structural changes to the facility. An example of a non-
structural control that has been implemented at the site is personnel will be present for the
duration, during loading/unloading of petroleum products.
4.1.1 Preventative Maintenance
Preventative maintenance involves the regular inspection, testing, and cleaning of facility
equipment and operational systems. These inspections will help to uncover conditions, which
might lead to a release of materials. Thus, allowing for maintenance to prevent such a release.
Items inspected include the following:
• Aboveground storage tanks
• Drum storage areas
• Waste dumpsters
• Plant manufacturing equipment
• Stormwater conveyances
• Transformers
• Generators
Informal daily inspections of these items are also performed by employees working in those areas.
Any concerns will be reported to the appropriate supervisor. The Environmental Health and Safety
Manager is rosponsible for keeping records up-to-date. Copies of the completed preventative
maintenance records will be included in Appendix C.
4.1.2 Good Housekeeping Practices
Good housekeeping measures are utilized at the Evonik facility to maintain a clean and orderly
work environment. Floors around the production areas are cleaned regularly and any waste
materials are properly disposed in the dumpsters. All storage areas are orderly and well
maintained. Water from power washing of the loading docks and vehicle washing is controlled as
to prevent discharge to stormwater. This reduces the potential for significant materials to come
into contact with stormwater. Any equipment malfunction is immediately reported to the
appropriate supervisor. Maintenance personnel are available to make all necessary repairs.
4.1.:3 Erosion Control Measures
There is one area at the facility prone to soil erosion. The bank along Mile Run Creek above
SWDO #04 has become eroded. In the past, the facility has constructed concrete banks in order
to prevent the erosion of the bank. Measures will be taken at the facility to maintain the bank and
prevent erosion from occurring.
4.1.4 Employee Training
Employee training is a major component in ensuring the success of the facility's SWPP Plan. The
Environmental Health and Safety Manager is responsible for implementing all training programs.
The programs ensure that employees involved in facility operations that have the potential to
contaminate stormwater runoff are trained in spill prevention and response, good housekeeping,
waste minimization practices, and the basics of stormwater pollution prevention. Documentation
of the training programs will be kept on file with the SWPP Plan; the completed employee training
records will be included in Appendix D. The employee training will be conducted on an annual
basis.
4.1.5 List of Significant Materials Still Present
The following significant materials will remain exposed to stormwater at the facility after
implementation of the non-structural controls:
• Tank farms
4.2 Structural Controls
Structural control measures are used to control any pollutants that are still present in the
stormwater, after the non-structural controls have been implemented. These types of controls are
physical features that control and prevent stormwater pollution. They can range from preventative
measures, to collection structures, to treatment systems. Structural controls require the
construction of a physical feature or barrier.
Existing structural controls include:
• Secondary containment for ASTs,
• Covered or partially enclosed loading/unloading docks,
• Covered tank car unloading dock.
