This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Collection System Permit No. WQCS00279. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Present during the meeting were Stacy Goff, ORC with Carolina Water Service as well as John Perry and myself (Bryan Lievre) with NCDEQ. The existing permit provides for the operation of a wastewater collection system which serves the area in the vicinity of the Brandywine Subdivision in Carteret County, NC. The collection system is limited to the north by US Hwy 70, to the west by McCabe Road (even as it can be projected to cross over NC Hwy 24 to the Intracoastal Waterway to the south), and to the east by (but not including) Horton Drive north of NC Hwy 24. South of NC Hwy 24, the system extends to the east along Bogue Drive and also serves parcels along Camp Morehead Drive (including connected cul-de-sacs Capn Purcell's Way and Capn Pat Lane) as well as parcels within the Spooner's Creek area, along the east side of Harbor Drive on South Spooner Street, Alexandria Court, Edwards Drive, Sara Court, Henson Court and Grady Court. It should be noted that there are select homes within the previously defined area which have their own on -site septic system and do not discharge into the collection system. The collection system contains 13 duplex pump stations, four permitted simplex pump stations (as well as an unknown quantity of deemed permitted simplex stations), a grease trap at the golf course club house, five miles of gravity sewer, approximately four miles of pressure sewer, approximately two miles of force mains, over 100 manholes and all associated piping valves and appurtenances. The collection system discharges into the Brandywine Bay WWTF, Permit Number W00007569. Records were reviewed and well organized. Recommendations to staff included: 1. Submitting a permit renewal application prior to the end of the year; 2. Cleaning out floating debris from Pump Station #1; 3. Updating the map of the system to include all service taps; and, 4. Continue with regularly scheduled inspections of High Priority Lines after access has been restored. Please review the comment sections of the inspection report for more details. Pump Station #1 was observed to contain amounts of floating debris which needs to be removed. Repairs were being performed to repair a leaking fitting within Pump Station #4. Pump Station #13 had a dedicated propane powered backup generator. The other duplex stations were equipped with wiring to enable connection to a backup portable generator.
