I William L. Pinnix, PE certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

PROJECT NARRATIVE
The Sanctuary at Angel Trace development is located in Brunswick County (Sunset Beach), NC.
An approximate address of subject parcel is 1600 NC 179 in Sunset Beach. The latitude and
longitude of the property are 31°53'10.3" N, 78°51'00.4" W. According to the latest FEMA flood
panels, a minor area of this property is located within the flood plain (Zone AE; see attached
FEMA Flood Map for information). According to USGS & NC Surface Water Classifications
Website, the project drains to the Calabash River (15-25-13) which has a stream classification of
SA; HQW and is within the Lumber River Basin.
The Developer Bill Clark Homes plans to extend gravity sanitary sewer to serve all of the
proposed development that can be served from an existing depth and proposed cover
standpoint. The portions of the development that cannot be served by gravity sanitary sewer,
the Developer is proposing to install a low-pressure sewer system to serve the remainder of the
development.
The initial phase of sanitary sewer infrastructure will serve 226 single family (3-bdr.) lots and an
amenity area (Clubhouse/Pool) with a total proposed flow of 48,810 gpd. In the future, the
development will include a later phase of approximately 137 single family (3-bdr.) lots that will
be designed and permitted at a later date.
The break down of what is proposed to flow to the gravity sanitary sewer extension is as
follows: 134 single family (3-bdr.) lots and the Amenity area (total flow to gravity sewer = 29,490
gpd). The low-pressure sewer system will serve 92 single family (3-bdr.) lots and will discharge
to the extended gravity sanitary sewer system (total flow to Low Pressure Sewer System =
19,320 gpd).
Note that the future phase of 137 single family lots will be served by a low pressure sewer
system and has been accounted for in the development of our Low Pressure Sewer Model but
the flow and lines will be designed and permitted at a later date. Please also note that
regardless of the breakdown of flow served by the low-pressure sewer system versus traditional
gravity that all of the flow is charging to the same existing gravity sanitary sewer outfall.
Again, please note that an entire low-pressure sewer model for all phases of development
(current and future) has been developed to ensure adequate scour velocity and pump capability
throughout the entire system. All low-pressure sewer lines within the development have been
properly sized to account for all anticipated future development within the projected low-
pressure sewer basin.
