The gravity sewerwill collectflow from the proposed 86lots in this project, were it will flow into an existing manhole within previously constructed Beau Coast Phase 1 portion of the Planned Unit Development. From there, the sewer flow, discharge into the Beau Coast Phase 1 pump station, and finally be carried to the Town of Beaufort wastewater treatment facility. All wastewater generated in this phase of the project will be treated attheTownofBeaufortWWTP (WWTF Permit No. NC0021831). The proposed project meets all NCDENR-DWR minimum design criteria for sanitary sewer extensions. The design flow rate for Phase 5 is calculated at 30,960 gpd (360 gallons per day per dwelling for a 3-bedroom residence) in accordance with NCAC 2T Rules for wastewater flow rates. The proposed sanitary sewer lines are more than adequate to convey the design flow rates for Beau Coast Phase 5. More specifically, it is part of the overall estimated flow because it is a component of 218,000 gallons per day (gpd) allocated to the the Beau Coast and Front Street Village developments via a June 2008 pre -annexation agreement. This agreement further apportions 140,174 gpd of that amount to the Beau Coast subdivision with the remaining 77,826 gpd going to the Front Street Village development. As such, the figure shown for the total actual and obligated flows is the sum of the estimated obligated flow and the actual average flow [ 0.2601 MGD + 0.7678 MGD = 1.0279 MGD]. Page 2 of 6 FTSE 10-18 %0 WithersRavenet Rio Sanitary Sewer System Narrative Beaufort East Village Development Beau Coast Phase 5 Beaufort, Carteret County, NC Site Location and Description The purpose of this project is to construct the third phase known as Beau Coast Phase 5 of the residential subdivision known as Beau Coast located in Beaufort, NC. This project is a part of the larger residential subdivision that includes both Beau Coast and Beaufort East Village. Phase 5 of Beau Coast encompasses constructing roadways, underground infrastructure, stormwater control devices and 86 single family and multifamily lots. The property is owned by Blue Treasure, LLC. Phase 5 drains to both Taylor Creek (SC) to the south and Turner Creek (SA) to the north via offsite piping and ditch systems. The project is located in the White Oak River Basin (HUC 030203010503). Currently the site is mostly woodlands with a few open areas consisting of bushes and grasses. The surrounding area is mostly residential with Freedom Park and the Town of Beaufort's wastewater treatment facility just to the north. Sewer Design The proposed sewer system includes the design and construction of approximately 2,285 LF of 8- inch gravity sewer. This phase is not within the floodplain and no proposed gravity sewer is within 50 feet of any wetlands. The 86 residential homes will connect to the proposed gravity sewer system that flows to an existing manhole within Beau Coast Phase 1 and then will gravity flow to the existing Beau Coast Phase 1 pump station. The pump station will then pump to the Town of Beaufort Wastewater Treatment Plant (WQCS00102). The flow for these 86 homes was previously accounted for in the existing pump station design. With this additional phase, the Phase 1 pump station's flow is 171,103 which includes a total of 261 onsite lots, 22 offsite lots, and Front Street Village (69,223 gpd). This final flow is the ultimate capacity of the pump station. All proposed gravity sewer lines and manholes will be owned and maintained by the Town of Beaufort.
