Discharge Monitoring Report (DMR)

In accordance with condition I.A. (18) 1., replaced by electronic signature and submission
guidelines, the August 2020 NPDES eDMR for Duke Energy Progress’s Asheville Steam
Electric Plant – NPDES Permit Number NC0000396 has been submitted.

The Outfall 001, and Outfall 101, low-level mercury field blank samples collected August 6, and
11, 2020 did not meet quality control criteria in accordance with EPA Method 1631E. Per
Division guidance ("NPDES Mercury Requirement- EPA Method 1631 Additional
Information"), the mercury field blank samples have been noted in the eDMR comments section,
and the associated analytical reports are attached to this memo and uploaded electronically to the
eDMR Supplement Data Upload server.

Additionally, Outfall 001 instream up and down, low level mercury samples were taken on
August 13, 2020. The result for these samples have been left blank on the eDMR as they have
been deemed invalid. An inquiry with the analytical laboratory running the analysis (PACE
Laboratory in Asheville, NC), to determine the cause for the invalid samples revealed that its lab
experienced a cross-contamination event with the mercury sample. PACE is working to correct
this issue. Duke Energy will consider using another laboratory going forward if we believe the
cross-contamination issues are not resolved. The analytical report and a written response from
PACE labs are attached.

Sample collection, bottle kits, sample digestion, and sample analysis were all ruled out as the source of
contamination. A different Pace customer started a new low-level mercury project that started June 23, 2020.
There were non-Duke Energy samples stored with the Duke Energy samples that had mercury concentrations
as high as 18,000 ng/L.

Pace Analytical put in several corrective actions to help reduce the chance of sample cross contamination.
• Pace segregated non-Duke Energy samples from Duke Energy samples.
• We implemented a low-level mercury storage blank system to test for storage sample cross-
contamination issues.
