Inspection Summary:
Site visit conducted in response to submittal of Notice of Intent (NOI) application to obtain coverage under NPDES
NCG210000 Stormwater General Permit for Lumber and Wood Products. Met with Mickey Messenger, Office Manager, to
discuss/verify information on the NOI and provide an overview of permit conditions. Although the NOI indicates no stormwate
discharge points, Ms. Messenger relayed that two stormwater discharge outfalls have been identified since the NOI was
submitted and that she will be determining the coordinates of each. Based on the facility location and topography, the
nearest receiving stream is Stewarts Creek (Stream Index Number 18-31-21), a Class C water in the Cape Fear River Basin.
Regarding exposed accumulations of sawdust, wood chips, etc., Ms. Messenger relayed that such material is swept up and
hauled offsite several times per week. Vehicle maintenance is conducted onsite and although the amount of new motor oil
and/or hydraulic oil used per month is currently unknown, Ms. Messenger stated that it likely is or will be greater than 55
gallons per month. A site -specific Stormwater Pollution Prevention Plan is in the process of being finalized. Site observations
were made including several of the internal storm drains leading to the two outfalls, the vehicle/equipment maintenance area
and the secondary containment structures for ASTs. It was noted and relayed to Ms. Messenger that each containment
structure had a drain valve where one of the valves was open without a locking mechanism and the other drain valve had
been removed from the hole through the structure. Proper secondary containment requirements including any such drain
valves being secured closed with a locking mechanism was discussed.
