Franklin County is in receipt of NOV 2020-DV-0407 dated September 14, 2020 regarding
incidents 202002371, 202002373, and 202002515. The dates that the sanitary sewer overflows
occurred, southern Franklin County was experiencing extremely heavy rainfall in the amount of
approximately 3 to 4 inches of rain per hour. The county is aware that any sanitary sewer overflow
is a violation of our permit and an environmental hazard, but these two rain events overwhelmed
our system in the southern portion of the county.
Franklin County Public Utilities and our consulting engineers may have determined that the
system has an undersized force main that the Youngsville Regional Pump Station uses. We are
studying the force main and working on determining the proper size needed for current customer
base and future growth. Once a size has been determined, we will design and permit a project
to upsize the force main. Attached is the approved capital improvement plan for the Public Utilities
Department and the force main replacement is proposed to be in fiscal year 2021/2022.
