S&ME, Inc.(S&ME) is submitting all monitoring and reporting requirements as specified in the above referenced permit for CF
Nitrogen, Inc.S&ME compiled this report using data gathered during the compliance year.This data includes: 1)Certification
Form,2) Residual Sampling Summary Form,3) 2019 Application Summary and Field Loading Rate Reports,4) Field Application
Summaries, 5) Updated Attachment B,6) Landowner Agreement Attachments&Lessee Agreement Attachments,and 7)
Groundwater Report.
CF Nitrogen, Inc.conducted land application events on current permitted fields in Bertie and Hertford Counties within the year
of 2019.A total of 19,216,000 gallons of nitrogen-enriched groundwater were land applied.
TCLP, Pathogen and Vector Monitoring,and Soil Analysis are not included in the report as these requirements are not
required by Permit based on the permitted operation of a groundwater recovery system only.

Facility was compliant during calendar year 2019 with all conditions of the land application permit
(including but not limited to items 1-13 below)issued by the Division of Water Quality. El Yes ❑ No
If no please,provide a written description why the facility was not compliant,the dates,and explain corrective action
taken.
1)Only residuals approved for this permit were applied to the permitted sites.
2) Soil pH was adjusted as specified in the permit and lime was applied(if needed)to achieve a soil pH of at least 6.0 or the
limit specified in the permit.
3) Annual soils analysis were performed on each site receiving residuals during the past calendar year and three(3)copies
of laboratory results are attached.
4) Annual TCLP analysis(if required)was performed and three(3)copies of certified laboratory results are attached.
5) All other monitoring was performed in accordance with the permit and reported during the year as required and three(3)
copies of certified laboratory results are attached.
6)The facility did not exceed any of the Pollutant Concentration Limits in 15A NCAC 02T.1105(a)or the Pollutant
Loading Rates in 15A NCAC 02T.1105(b)(applicable to 40 CFR Part 503 regulated facilities).
7)All general requirements in as specified in the Land Application Permit were complied with(applicable to 40 CFR Part
503 regulated facilities).
8) All monitoring and reporting requirements in 15A NCAC 02T.1111 were complied with(applicable to 40 CFR Part 503
regulated facilities).
9) All operations and maintenance requirements in the permit were complied with or,in the case of a deviation, prior
authorization was received from the Division of Water Quality.
10)No contravention of Ground Water Quality Standards occurred at a monitoring well or explanations of violations are
attached to include appropriate actions and remediations.
11)Vegetative cover was maintained and proper crop management was performed on each site receing residuals,as specified
in the permit.
12)No runoff of residuals from the application sites onto adjacent property or nearby surface waters has occurred.
13) All buffer requirements as specified on the permit were maintained during each application of residuals.

On behalf of CF Nitrogen, Inc. (CFN), a wholly-owned subsidiary of CF Industries Holding, Inc. (CFIH), S&ME, Inc.
(S&ME) is submitting the CY 2019 annual groundwater monitoring report for the CFN site located in Cofield,
North Carolina (Figure 1) as required by the Land Application Permit(Permit No.WQ0012404 dated of January 25,
2016). S&ME completed this annual report while under contract with CFIH.
Groundwater Recovery and Distribution Volumes
Weekly flow meter readings were recorded with monthly and quarterly volume. Based on flow meter readings
recorded from Transfer Pump Station #1 beginning January 1, 2019, and ending December 26, 2019,
approximately 19,456,700 gallons of groundwater were removed from the confined shallow aquifer in 2019.
Quarterly flow amounts for Transfer Pump Station#1 were as follows:
1st Quarter(January—March 2019): 2,510,900 gallons
2nd Quarter (April—June 2019): 5,231,900 gallons
3rd Quarter (July—September 2019): 6,482,500 gallons
4th Quarter(October— December 2019): 5,231,400 gallons
Total Groundwater Recovery for 2019: 19,456,700 gallons
Based on flow meter readings from Transfer Pump Station#2, approximately 19,216,000 gallons of water were
transferred from the storage basin for land application. The nitrogen-enriched groundwater was applied to a
variety of crops throughout the year including corn, wheat, soybeans, and fescue. The following volumes of
groundwater may differ slightly to those reported in the land application report, because meter readings were
recorded on dates when weekly inspections were conducted,which may have been different than the days
readings were recorded by the land application contractor. The flow volumes were recorded during weekly

inspections and summed to calculate quarterly volumes of groundwater that were land applied to agricultural
fields.
Quarterly amounts for 2019 were as follows:
1st Quarter (January—March 2019): 2,867,000 gallons
2nd Quarter(April—June 2019): 5,385,000 gallons
3rd Quarter(July—September 2019): 6,477,000 gallons
4th Quarter(October— December 2019): 4,487,000 gallons
Total Groundwater Applied for 2019: 19,216,000 gallons
Land application of nitrogen-enriched groundwater was recorded at 19,216,000 gallons for CY 2019. Rain fall
accumulation for CY 2019 was lower as compared to previous two years.The total annual recorded rainfall at the
Ahoskie site was 35.1 inches, compared with the annual average of 46 inches for the area. However,the high
frequency of small rain events created wet field conditions from early 2019 through the summer of 2019,
hindering land application efforts. As a result, the volume of groundwater that could be pumped from the site
during those months was reduced, allowing groundwater elevations within the slurry wall to rise above 30 feet
mean sea level (ft-msl). From late summer through the end of the year, considerable efforts were made to remove
and land-apply nitrogen enriched groundwater. The average groundwater elevation within the slurry wall area
was lowered to below 30 ft-msl.
Groundwater elevations were also measured on a monthly basis during 2019. The monthly groundwater elevation
data from December 28, 2018 through December 26, 2019, are presented in Table 1. As required in the permit,
potentiometric maps showing quarterly interpretations of general groundwater elevations based on end of month
measurements for January, April,July and October 2019 are included as Figures 2, 3,4 and 5.
As required in Attachment C of the Non-Discharge Permit, cross-sectional views of water levels measured in
piezometers PI-11 — P0-12 and PI-2—P0-236 were prepared and are attached as Figures 2A, 3A, 4A and 5A for
each corresponding quarterly potentiometric map. Additional cross-sectional views of water levels measured in C-
designated wells C-23—C-22, C-29—C-28 are included as Figures 2B, 3B,4B and 5B, and cross-sectional views of
C-33-C-32 and monitor wells MWI-4—MWI-6 are depicted in Figures 2C, 3C, 4C and 5C. The history of water
levels for piezometers PI-2, PI-11, P0-12 and P0-236 is graphically shown in Figure 6.The historical water level
data from the oldest C-designated wells on site (C-22, C-23, C-28, C-29, C-32 and C-33) are graphically shown in
Figure 7. Historical water level elevation data for MWI-3, MWI-4 and MWI-6 are depicted in Figure 8. Please note
that Figures 6, 7 and 8 represent groundwater data collected on a monthly basis representing month to month
changes in groundwater elevation, not quarterly changes.
Precipitation events were recorded by an on-site rain gauge. The amounts of precipitation for CY 2019 are
presented in Table 2. Monthly recorded rainfall on-site ranged from 1.02 inches in May 2019 to a season high of
5.27 inches in July 2019. The average monthly rainfall amounts for Cofield, North Carolina (according to
precipitation data from the USA.com website, www.USA.com), are presented on Table 2 and depicted on Figure 9.

The amount of rainfall in 2019 was 10.89 inches less than the average rainfall for the region. However, the
frequency of rain events in the spring hindered land application due to permit conditions III.7.d and III.7.f. The
land application program is focused on reducing the groundwater elevation,weather permitting.
