Subject: Approval of NPDES Wastewater Permit NCO036935 for Pine Mountain Lake WWTP
Hello to commenters and interested parties of the Pine Mountain Lake WWTP permit renewal,
The N.C. Division of Water Resources (DWR) has approved a permit renewal application for the Pine Mountain
Lakes Property Owners Association (POA) for its wastewater treatment plant discharge, NC0036935.
Following the July 10,2020 draft permit notice, DWR received more than thirty responses during the 30-day ublic
comment period, expressing concerns for protection of surface waters and proper operation of the wastewater
treatment system. After a thorough review of those comments and the assessments of this facility and associated
water bodies, DWR has approved the renewal, to include additional conditions and modifications:
• Increased monitoring frequency for key indicator parameters (Biochemical Oxygen Demand[BOD], Total
Suspended Solids [TSS] and Fecal Coliform) from weekly to twice per week.
• Added Instream monitoring above and below the outfall location for Fecal Coliform twice per week.
• Required a technical evaluation of the treatment system and collection system to determine needed
changes to treatment components and operational procedures and require the implementation of the
changes.
• Added a permit-reopener clause that may be used by DWR to reopen the permit based on instream water
quality or macroinvertebrate assessments conducted by DWR in surrounding surface waters.
Staff from the Asheville Regional Office will work closely with the permittee in the evaluation of the treatment
system and will regularly assess increased monitoring efforts to verify treatment system is operating in
compliance with permit conditions to protect surface water quality.
The permit and its conditions will go into effect November 1, 2020.

Thank you for your engagement in the permitting process. The detailed information received from citizens was
used in the Director's decision to include additional conditions to the permit, and was sufficient information to
forgo a public hearing.
