(S&ME) is submitting all monitoring and reporting requirements as specified in the above referenced permit for CF Nitrogen, Inc. S&ME compiled this report using data gathered during the compliance year. This data includes: 1) Certification Form, 2) Residual Sampling Summary Form, 3) 2018 Application Summary and Field Loading Rate Reports, 4) Field Application Summaries, 5) Updated Attachment B, 6) Landowner Agreement Attachments & Lessee Agreement Attachments, and 7) Groundwater Report. CF Nitrogen, Inc. conducted land application events on current permitted fields in Bertie, Hertford, and Northampton Counties within the year of 2018. A total of 12,758,000 gallons of nitrogen -enriched groundwater were land applied. TCLP, Pathogen and Vector Monitoring, and Soil Analysis are not included in the report as these requirements are not required by Permit based on the permitted operation of a groundwater recovery system only. 'I98.7 Part B - Annual C000iance Statement: Facility was compliant during calendar year 2013 with all conditions of the land application permit (including but not limited to items 1-13 below) issued by the Division of Water Quality. ® Yes ❑ No If no please, provide a written description why the facility was not oomplimmt, the dates, and explain corrective action taken. 1) Only residuals approved for this permit were applied to the permitted sites. 2) Soil pH was adjusted as specified in the permit and lime was applied (if needed) to achieve a soil pH of at least 6.0 or the limit specified in the permit. 3) Annual soils analysis were performed on each site receiving residuals during the past calendar year and three (3) copies of laboratory results are attached. 4) Annual TCLP analysis (if required) was performed and three (3) copies of certified laboratory results are attached. 5) All other monitoring was performed in accordance with the permit and reported during the year as required and three (3) copies of certified laboratory results are attached. 6) The facility did not exceed any of the Pollutant Concentration Limits in 15A NCAC 02T .1105(a) or the Pollutant Loading Rates in 15A NCAC 02T .1105(b) (applicable to 40 CFR Part 503 regulated facilities). T) All general requirements in as specified in the Land Application Permit were complied with (applicable to 40 CFR Part 503 regulated facilities). 8) All monitoring and reporting requirements in 15A NCAC 02T .11 I I were complied with (applicable to 40 CFR Part 503 regulated facilities). 9) All operations and maintenance requirements in the permit were complied with or, in the case of a deviation, prior authorization was received from the Division of Water Quality. 10) No contravention of Ground Water Quality Standards occurred at a monitoring well or expianations of violations are attached to include appropriate actions and remediations. 11) Vegetative cover was maintained and proper crop management was performed on each site receing residuals, as specified in the permit. 12) No runoff of residuals from the application sites onto adjacent property or nearby surface waters has occurred. 13) All buffer requirements as specified on the permit were maintained during each application of residuals. (S&ME) is submitting the CY 2018 annual groundwater monitoring report for the CFN site located in Cofield, North Carolina (Figure 1) as required by the Land Application Permit (Permit No. WQ0012404 dated of January 25, 2016). S&ME completed this annual report while under contract with CFIH. Groundwater Recovery and Distribution Volumes Weekly flow meter readings were recorded with monthly and quarterly volume. Based on flow meter readings recorded from Transfer Pump Station #1 beginning January 1, 2018, and ending December 28, 2018, approximately 12,355,200 gallons of groundwater were removed from the confined shallow aquifer in 2018. Quarterly flow amounts for Transfer Pump Station #1 were as follows: 1st Quarter (January — March 2018): 1,872,400 gallons 2nd Quarter (April — June 2018): 3,985,900 gallons 3rd Quarter (July — September 2018): 3,235,800 gallons 4th Quarter (October — December 2018): 3,261,100 alq Ions Total Groundwater Recovery for 2018: 12,355,200 gallons Based on flow meter readings from Transfer Pump Station #2, approximately 12,758,000 gallons of water were transferred from the storage basin for land application. The nitrogen -enriched groundwater was applied to a variety crops throughout the year including corn, wheat, soybeans, and fescue. Due to a high frequency of rain events through the year, as well as two hurricanes (Florence and Michael), land application efforts were not able to maintain the groundwater level within the slurry wall at an elevation below 30 feet relative to mean sea level (ft-msl). The total annual recorded rainfall at the Ahoskie site was 50.65 inches, compared with the average of 46 inches for this area. The amount and frequency of rainfall in 2018 also resulted in restricted land application caused by wet field conditions. Considerable efforts have been made to remove groundwater when weather permits. Groundwater elevations were also measured on a monthly basis during 2018. The monthly groundwater elevation data from December 29, 2017 through December 28, 2018, are presented in Table 1. As required in the permit, potentiometric maps showing quarterly interpretations of general groundwater elevations based on end of month measurements for January, April, July and October 2018 are included as Figures 2, 3, 4 and 5. As required in Attachment C of the Non -Discharge Permit, cross -sectional views of water levels measured in piezometers PI-11 — PO-12 and PI-2 — PO-236 were prepared and are attached as Figures 2A, 3A, 4A and 5A for each corresponding quarterly potentiometric map. Additional cross -sectional views of water levels measured in C- designated wells C-23 — C-22, C-29 — C-28 are included as Figures 2B, 3B, 4B and 56, and cross -sectional views of C-33-C-32 and monitor wells MWI-4 — MWI-6 are depicted in Figures 2C, 3C, 4C and 5C. The history of water levels for piezometers PI-2, PI-11, PO-12 and PO-236 is graphically shown in Figure 6. The amounts of precipitation for CY 2018 are presented in Table 2. Monthly recorded rainfall on -site ranged from 1.30 inches in January 2018 to a season high of 7.20 inches in July 2018. It is noted that Hurricane Florence made landfall in North Carolina on September 14, 2019, and Hurricane Michael passed through North Carolina October 11-12, 2019. During these high wind and rain events, the on -site rain gauge was blown off the stand, therefore the full amount of rain during these events was not captured. Weather reports estimated rainfall during Hurricane Florence at up to 30 inches along the North Carolina coast. Rainfall estimated during Hurricane Michael averaged 10 inches. According to precipitation data from the USA.com website (www.USA.com), the average rainfall amounts for Cofield, North Carolina is presented in Table 2 and depicted in Figure 9. The amount of rainfall in 2018 was 4.65 inches greater than the average rainfall for the region. However, the frequency of rain events hindered land application due to permit conditions III.7.d and III.71 The land application program is focused on reducing the groundwater elevation, weather permitting.
