Box 866 Pembroke, NC 28372 NORTH CAROLINA Environmental Quality 9/28/2020 Subject: Pretreatment Review of Industrial User Pretreatment Permits — Additional Information Required Program: Town of Pembroke WWTP: Town of Pembroke WWTP, NPDES #: NCO027103 Robeson County Dear Mr. Thomas: The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) submitted by the Town of Pembroke for the following Significant Industrial User (SIU). The IUP was received by the Division on August 24, 2020. SIU # SIU NAME 002 Steven Roberts Original Desserts, LLC The review indicates that more information is needed to determine if the IUP meets the minimum requirements of 15A NCAC 2H .0905, .0916, and .0917 and 40 CFR 403.8(f)(1)(iii). In order for the Division to complete its review of the IUP, you are required to submit the following information by October 28, 2020: • An updated IUP history page reflecting the revised allowable BOD and TSS concentration limits; • An IUP synopsis/rationale for limits. See Section III, 7, of the document "Basic IUP Guidance, Including What to Submit to the Division" on the Municipal Unit Permit Writing webpage for more on IUP Synopsis; • A copy of the SILT application; • A copy of the Town's inspection of the SIU; • And, a revised allocation table. Until the Division has received the required information, we will be unable to make a decision on the adequacy of the IUP. Therefore, as allowed by 15A NCAC 2H .0917 (e)(2), the Division's thirty -day comment period will be suspended until the additional information is received, and at that time the full 30-day comment period will recommence. You are encouraged to notify the affected industries of the extension of the Division's comment period. Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
