Robb Mairs Please give a brief project description below. Piedmont Natural Gas (PNG) is planning to acquire additional easement along portions of their Line 99 natural gas transmission pipeline. Overall, Line 99 originates at a station site west of Mt. Misery Road NE near Leland, Brunswick County, NC (34.281303°N,-78.053152°W). The line then runs generally south for approximately 28 miles, ending on the east side of the ADM facility in South Port, NC (33.938997°N,-77.991502°W). Line 99 was originally constructed in 1992, and a majority of the transmission line is currently located within a 20-foot, permanently - maintained easement. Existing land use in the vicinity of this project includes undeveloped woodland, cleared or otherwise managed areas, utility/railroad easements, residential development and smaller areas of more concentrated commercial development. For safety and system integrity purposes, PNG is planning to acquire an additional 30 feet along the easement, so that a consistent 50-wide area can be permanently maintained above the gas transmission line. There are multiple areas where expansion of the existing easement from 20 feet to 50 feet will require clearing of forested land. Portions of that forested land consist of wetlands, which were delineated in 2019 by S&ME. Acquisition of the additional easement will result in permanent conversion of forested wetlands to emergent wetlands, and will require pre -construction written approval under GC 4133. Inter -agency One -Stop scoping meeting was held on August 12, 2020.This request is being submitted to comply with new DWR pre -filing requirements.
