Inspection Summary:
An inspection of USMC Lejeune, Operable Unit (OU) 15, Site 88, Permit Number WQ0037995 was performed on 8/18/2020.
The inspection was performed in order to determine the status of conditions in association with the permit and to ensure
adherence to required frequency of inspection for Minor Non -Discharge Facilities. It should be noted however that the site
has a permit waiver, since the work is being performed under the CERCLA 121(e) Exemption for Superfund (SARA). Presen
during the visit were Randy McElveen with DEQ, Superfund Section; Kirsten (Kitty) Hiortdahl, Travis Voorhees et al with
Camp Lejeune; Allison with Jacobs Engineering Group (fka CH2M); Brian et al with Optim; and, myself (Bryan Lievre).
A release of dry cleaning chemicals occurred at the site and, at some time, recovered contaminated groundwater was
pumped into the storm drainage system thereby increasing impacts. Years of assessment activities and pilot tests have
been performed. The location of the original release was off the east side of McHugh Blvd between Post Ln and Virginia
Dare Dr., just south of a Police Dept Bldg (PMO). Work currently being performed is located in an open field approximately
400 feet east of McHugh Blvd, and 400 feet north of Virginia Dare Dr.
Currently, actions are being implemented to perform remedial actions at the site. Actions underway include the installation
of horizontal injection wells, with this work being performed by Directed Technologies, Inc. (www.horizontaldrill.com). Nine
horizontal wells are proposed to be installed with each well having approximately 500 feet of screen and up to 400 feet of
casing. A large directional drill is present along with a control trailer for the drill rig, a large mud machine for grout, roll -off
containers and pallets of solid casing, screens, sand and other supplies. The north and western sides of the area has silt
fencing along the brush/woods line.
Approximately 50 — 70 vertical wells have been installed in association with the release and these wells are reportedly
sampled on a regular basis, which varies for each well (i.e. annually, semi-annually, etc). All observed vertical wells were
flush -mounted with concrete pads and road -rated manhole covers. Future proposed activities will include the injection of a
solution within some of the horizontal wells to enhance bioremedial processes. The solution will be injected in some
horizontal wells and extracted from other horizontal wells within a closed loop process.
Investigation derived waste (IDW) is expected for soil generated from the installation of the horizontal wells as wells as
recovered groundwater during the development of the wells. Soil IDW will be placed into roll -off containers and properly
disposed after lab results. Groundwater IDW is proposed to be placed into frac tanks (not currently present) and also
properly disposed after lab results. It is hoped that the groundwater can be disposed of at the facilities WWTP.
