M. Kevin Weston Sr. Environmental Compliance Technical Specialist Smithfield Hog Production Division P.O. Box 856 2822 NC Hwy 24 West Warsaw, NC 28398 (910) 293-3434 tel (910) 293-3 138 fax RECEIVEDINCDEQIDWR SEP252020 Non -Discharge Permitting Unit This letter is a request for a modification to the Residuals Land Application Permit for the above -mentioned Enclosed is the modification application for Residuals Land Application Program, Form RLAP 06-16, along with the supporting documentation, to include a Proof of County Board Notification, Land Application Site Certification Form LASC 06-16, Land Owner Agreement Form LOA 06-16, Updated Site Summary, Updated Site Application Field Maps, Site Soils Information, copy of the current permit, and a check for the permit modification fee. This request is submitted for a modification to the permit to allow for the land application of residuals generated from two Murphy Brown LLC facilities, the Tarheel Sanitation Trailer Wash, WQ0011360, and the White Oak Trailer Wash, WQ0014091 to additional land. The currently permitted field NC-BL-20-3 is being modified to include area that was previously shown as setback area and field NC-BL-20-4 is being added. As shown on the maps, Field NC-BL-20-4 was not previously useable and a setback from the property line of this field was excepted from the acreage of Field NC-BL-20-3. Now Field NC-BL-20-4 is owned by the same owner of Field NC-BL-20-3 and this property line setback has been removed due to the property line being moved. The acreage for Field NC-BL-20-3 was changed to reflect this setback change. Thanks for your consideration of this permit modification request and if you have any questions regarding this matter, please contact me. Sincerely, M. The field (designated as Field NC-BL-204) is located approximately 0.25 miles east of the intersection of Purdie-Hall road and Spring Branch road, near the Robeson — Bladen County line. The field is accessed from Spring Branch to the north and is used for is used for row crop production. The topography over the fields varies from nearly level to gently sloping. Buffer requirements for setbacks are likely property lines, roads, ditches, and possibly houses that will reduce the useable acreage in this field. Preliminary soils information for this site was obtained from the Soil Survey for Bladen County. Field review findings matched well with survey data. This field was identified as Field NC-BL-20-4 since portions of this farm had already been permitted. Borings were advanced as shown in the attached Soil Boring Map. Boring 1 was a Norfolk variant that had a seasonal water table at 41 inches. Borings 2 and 3 were lighter textured Goldsboro variants with seasonal water tables at 30 and 31 inches respectively. The predominant soil for this field will be the Goldsboro soil series. Crops to be grown are expected to be corn, small grain and soybeans. These fields were found to have soils that are well - suited for year-round application and do not have seasonal water restrictions. Soil profile descriptions for these fields have been attached. Crop management guidelines that will be of importance for this site will be: • Proper coordination with land applier to incorporate biosolids, • Good communication with farmer, land applier, and WWTP ORC, and • proper coordination between application events and crop harvesting and planting.
