Isaiah Reed visited our site on August 13, 2020 to conduct a re -inspection of the site in regards
to the site's No Exposure Certification for Stormwater discharge. During the inspection Isaiah
observed our fiber dumpsters uncovered which is considered a deficiency fora No Exposure
Certification. We received the Notice of Deficiency on August 24, 2020.
Jacob Holm Industries is committed to preventing storm water contamination and maintaining
compliance with the Department of Environmental Quality's Storm Water regulations. In an
effort to enhance the site's performance related to storm water protection, we have initiated the
following action items to date:
• Performed housekeeping around the entire exterior of the building including but not
limited to the trash compactor area and buildup of waste material from the industrial
process accumulated outside the building.
• Initiated an ongoing periodic cleaning around the outside of the building to remove
any loose materials from the ground to prevent entry into the stormwater collection
system.
• Covered the metal recycling dumpster with tarp.
• Removed materials from past industrial activity from the outside of the building.
• Attempted to use tarps to cover the dumpsters to prevent rain water from entering the
dumpsters. This has not proven to be successful due to the nature of our operations
and the 24 hour per day operations. As a result we are seeking other alternatives for
covering the dumpsters.
• Obtain permission from the industrial park's property manager to install awnings to
cover the waste fiber collection dumpsters.
We propose the following schedule to cover the fiber dumpsters at the site:
• 12/31/20 Obtain sufficient bids from contractors to build awnings to minimize
contact with rainwater to the dumpsters used to collect fiber for disposal.
• 3/31/21 Obtain approval for capital spending to install awnings at the Warehouse
and Line 6 waste collection area.

4/30/21 If constructing awnings to cover dumpster does not prove to be
successful, Jacob Holm Industries will submit a Notice of Intent for Permitting (We
believe the applicable permit to be General Permit No NCG170000 Textile Mill
Products as we are in SIC Major Group.)
• 12/31/21 Complete installation of awnings over dumpsters on the north side and
east side of the building where dumpsters are staged.
