Send all suspicious email as an attachment to ELort.spam@nc.gov Hi all, In reference to NC Wildlife Resources Commission requesting that USACE consider a mitigation ratio of 2:1 for all impacted jurisdictional features, Stream impact 1 S2 intermittent (197 LF) is currently proposed at 1:1 mitigation while all other streams are proposed at 2:1. Please note the entire reach of all streams are within current 'approved to disturb' mining areas approved in the mine permit issued by DEMLR. These areas have been disturbed for mining activities in the past. In an effort to enhance water quality, the areas were temporarily reclaimed. Please understand that the S2 stream reach proposed at 1:1 mitigation ratio is not only connecting two currently approved sediment control basins within an 'approved to affect' portion of the mine permit boundary in the current mine permit, but this stream reach is also historically dry and impacted from many previous years of mining. Pictures of previous disturbances can be provided upon request. We are not disputing current approved sediment control structures to be considered jurisdictional wetlands nor are we disputing stream S1 requiring 2:1 mitigation ratio, however we respectfully do not believe the impacted stream reach S2 which lies between two approved sediment control structures should require 2:1 mitigation ratio considering the historic impacts from mining.
