Dear Mr. Moody:
Pisgah Downs submitted an application for NPDES discharge into Boyleston Creek, in Transylvania
County. The Division of Water Quality has reviewed the application and the Engineering Alternatives
Analysis and requires additional information to adequately evaluate the need for a discharge. Please
review the comments detailed below and respond no later than November 30, 2000.
Comments
1. Enclosed find a Local Government Signoff Form. This form must be completed by any and all
governments (county and/or municipal) having jurisdiction at the referenced site.
2. Please submit a letter from Transylvania County and the City of Brevard indicating their position
on providing sewer to the area. Additionally, please provide the Division with distances to the
Transylvania County and City of Brevard collection systems.
3. According to your submittal, Pisgah Downs requires 12,000 gpd to provide service for the
development. The surface water discharge evaluation proposes to construct a 15,000-gpd system.
Please provide the rationale for proposing the 15,000 gpd system.
4. The Division understands that Pisgah Downs currently owns insufficient land for subsurface or
surface disposal systems. Please examine the feasibility of purchasing the required land and
provide a cost analysis for these alternatives.
5. The alternative analysis examines each alternative independent of the other alternatives. Please
examine the feasibility of a combination of alternatives, thus reducing the amount of wastewater
discharged to waters of the state.

B. Project Description: The subject project is located on fligh\•:n 280 in Transylvania Count•
npproximatcl% 8 mile: ['ruin downtown Brevard and 5 miles Irom Pisgah Forc;t. One hundred
thousand (100.000) square I"eet of 0111cetretail space along with adequate parking is proposed to
he constructed on the 14 acre site. The site is hounded by NC' Hihwav 280 on the west- hv
private property oil both the north and south and by Boyleston Creek ul the cast. One building
along %k•ith a shed is currently located on the proposed project site.
Wastewater Generation: 100.000 I't2 office/retail space is planned. Al the regulation design Ilo\v
of 120 gpd per I.000 1't2 of floor space the total daily flow is 12.000 GPD.
C. Existing Facilities: An existing drain Field is located on site. This disposal facility. huwever. is
adequate to scrN c the existing building only.
D . Single Phasc C)n;truciLlon: The project will he built in a single phase. Thus; necessitating the
construction of a wastewater treatment facility at the onset of site development.
I1. EVALUATION OF DISPOSAL ALTERNATIVES:
A. Connection to a Sewer Collection System: No public or private sewer system currently serves
the subject property. An existing sewer collection system. owned by Transylvania County. is
located 4.9 miles from the site. Because of prohibitive cost to construct a pump station capable
of pumping waste vatcr over the mountain which lies between the site and the collection
further cvahlatir•rl iti unneces;ary.

Planned Sewerage System: At present, Transylvania County does not have firm plans to extend
the sewer collection system. However. discussion with the County Manager indicates that
extension of, the collection system an additional 1.5 to ? miles within the next live years could
he a possibility.
B. Land Based Disposal:
1. Subsurface Disposal Systems:
Soil scientist. Dr. James E. Shelton has investigated the site and performed soil sampling
related to the feasibility of utilizing an on -site subsurface wastewater disposal system for
this project. His report (attached) stated that one location (Field #3) on the site would he an
acceptable location if' large enough to accommodate the planned building requirements.
His assessment of Field #1 indicated the presence of quarried gravel. Thus. suggesting this
to be in the area of the existing drain field for the current building. Field #1 cannot be
utilized for a suhsurl'ace.disposal system.

encountered 14 — IS im_hes below the naturally occurring soil surface. These soils were
saturated. Thus. indicating that this area is subject to periodic flooding. Field 92 location is
same as the proposed location of the paved parkin, area.
Conventional Subsurface System: An estimate of the scale of a conventional suhsurl'acc
system has been calculated (calculations attached). Given a reasonable estimated LTAR fur
�7 the region of 0.4 gal/fr/day. 4.6 acres of land will he required to accommodate a
,,,,~`' conventional drain field and repair area. Based on Dr. Shelton's evaluation and set -hack
requirements. the land available for use as a subsurface disposal system is 0.7 acres.
Therefore, a conventional septic system cannot he located on the subject site.
Modified Subsurface System: Modifications (15A NCAC 18A .1950) to a conventional
septic tank system were evaluated with conclusions as follows: Field #1 cannot he
considered: modil'ied systems will not work at Field #2 due to the presence of saturated soil
at shallow depths and the fact that this is the location of" proposed paved parkin, area:
sufficient land is not available in the area of Field #3.
Low Pressure Pipe System: Fields #1 and #2 cannot he used for an LPP system for. the
same reasons previously stated. Field #3 was evaluated l'or required land area. Given an
LTAR ol' 0.4 gal/ft'/day. 11.3 acres of )and will be required to accommodate an LPP system
including the repair area. Therefore. an LPP systems cannot he located on the subject site.
2. Surface Disposal Systems:
Spray Irrigation: As previously stated, thc.subject site is bordered by Boyleston Creek. NC
Fli,,hwav 280 an(I orivalr pr(iperty. The proposed bui!din ,s tee Le 1( sated (r the bite[ ,.,i;]
utilized as office/retail space, thus public facilities. Based upon NCDENR set-hack/buffer
requirements. none of the site will be available for use. Therefore, a spray irrigation type of
wastewater treatment facility is not a possible alternative.
Drip Irrigation: After evaluation of the site based upon NCDENR set-hack/buffer
requirements, less than one acre of land will be available for wastewater disposal by a drip
irrigation method. Under ideal circumstances a minimum of 1.1 acres is required for
application of the wastewater with an additional 1.5 acres required for 30 days of
wastewater storage. Therefore, a drip irrigation type of wastewater treatment facility is also
not a possible alternative.
C. Surface Water Discharge:
Stream flow tnlormation: The USGS was consulted to obtain stream flow information fur
the proposed discharge's receiving stream, Boyleston Creek. Information provided by Mr.

Curtis Weaver on nearhy similar streams was used to estimate a 7Q10 flow for Boyleston
Creek at the proposed discharge location of 0.45 to 0.51 cl's.
Description of' Proposed Facilities: 11 is proposed to construct a 15.000 GPD dual -train
extended aeration package -type wastewater treatment plant, including tertiary filters it'
required, consisting of the following treatment components:
5.000 gallon flow equalization tank with dual alternating pumps and controls.
15,000 gallons of aeration with diffusers. blowers, motors and controls. liar screens
will he provided as part of the aeration tanks and will include comminutors and
automatic reversing controls
3.000 gallons of anoxic denitrification with mixing equipment.
Dual 1.500 gallon clarifiers. with a total of" 200 Ih of, surface area.
.Airlift hiosolids return pumps and airlift skimmer pumps, aerated hiosolids holding
tank, .000 -allon capacity with s!perr !ant holding tank integral with the
treatment plant.
600 gallons, total, chlorine contact tank to provide the minimum 30 minute retention
time with full grating de -chlorination system integral to chlorine contact tank.
Standby power will he provided if required.
6" gravity collection sewer system.
No third party casement will be required for discharge to Boyleston Creek.

III. CONCLUSION
The only viable option available for the proposed development is a wastewater treatment system
discharging to Boyleston Creek. It is requested that you consider the above information included as
supplementary evidence to the NPDES Permit application. Please do not hesitate to contact this
office should you need clarification or additional information.

In accordance with Division policy, we must hereby return the attached permit application and check
(#0377) for $715.00 received on March 21, 2000. After a preliminary review by the NPDES staff, the Division has
determined that the application package lacks the following items:
■ Complete analysis of discharge alternatives. An Engineering Alternatives Analysis (EAA) must be
submitted with all new NPDES permit applications. Refer to the enclosed guidance document when
preparing the EAA
