Asheville, NC Clement Riddle, The Corps has received (July 14, 2020) and reviewed your request to modify the issued standard permit for the High Hampton Redevelopment project in Cashiers, Jackson County, North Carolina. Also, the Corps has received DWR's recent request for additional information for this permit modification. The permittee has several times during the past 2 years performed work for the redevelopment project without authorizations from DWR and the Corps. This request for modification to the existing permit is another example of this conduct. The Corps fully supports DWR request for additional information. In additional to DWR's request the Corps adds the following: 1) Submittal of a set of plans which depict the location of jurisdictional features prior to land disturbance activities at the project site with an overlay of the current grading and construction impacts within the project area. Please copy DWR on submittal of these plans. 2) After these plans are reviewed by the Corps an inspection of the site will be scheduled to verify the information. As noted to permittee several times prior to this date, conducting activities in areas outside of the Corps jurisdiction or within jurisdictional waters of the U.S. (WoUS) at the High Hampton property(s) does not imply that this office will necessarily approve future proposed impacts to WoUS. Development activities undertaken on the property(s) to date will not be adequate justification for authorization of unauthorized or future impacts. The Corps will examine all requests which propose impacts to WoUS to ensure you have appropriately avoided, minimized, and/or mitigated for unavoidable impacts. Please provide the information requested by December 31, 2020, or your request will be withdrawn. If you have any questions please contact me.
