impact will only be that which is necessary for installation of the proposed culvert.

Nick,
Ric is on vacation, and he can go back out., when he gets back later this week. Although he has to wait until a certain
time after a rainfall event. But we have a determination from 2017, stating that it's a perennial stream, Although our
GIS states intermittent. Either one would be jurisdictional. In addition there are 2 outfall pipes into the property and
an inlet/headwall on the adjacent property. So there's a drainage on the site, which would have to be managed
regardless of the aquatic buffer.
You can also request NCDEQ Water quality go out and make a determination, they are who any would appeal to if he
wishes to appeal the City's determination.
