Dear Mr. Radford:
The North Carolina Division of Water Resources conducted an inspection of the Plantation Harbor
WWTF on 9/09/2020. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0000819. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
On 09/09/2020 Paul Mays and Robert Tankard from the Washington Regional Office with the Division of Water Resources
conducted a compliance evaluation of Plantation Harbor permitted under permit #WQ0000819. Below are the findings of the
compliance evaluation.
The facility was as described in permit #WQ0000819. The 3.6 MG storage lagoon and 2.6 MG treatment lagoon looked
good.
The influent flowmeter was down during inspection. The ORC stated the influent flowmeter stopped working the same month
and repairs have been scheduled.
All required documents were present during the inspection or emailed for review after the inspection. March 2020 NDMR and
NDAR was spot checked against records and lab data with no discrepancies. At this time groundwater monitoring is not
required. However, when the facility begins averaging 20,000 gallons per day the facility must contact the Washington
Regional Office to reevaluate the status groundwater monitoring the reporting program for the facility. This is required by the
permit under Condition 1 under Schedules.
4 monitoring wells are temporarily abandoned but maintained.
The vegetative cover on the spray fields was adequate and well maintained. There was a visual inspection of the irrigation
fields and no issues were found during the inspection.
The facility was found to be compliant with Non -Discharge Permit #WQ0000819.
