Garcy,
Attached is an image of the existing condition at the bridge. All four quadrants currently have pipes outletting into the
stream.

Subject: Buffer question - B-4788 (Pitt Co)
Garcy,
I am working on a permit application for the replacement of Bridge 171 over Johnson Mill Run on SR 1418, Pitt
County. Could you take a look at the attached drawing and tell me if this is allowable? The SMP has he following
explanation for the design:
Stormwater runoff from the proposed bridge will flow to two traffic bearing grated inlets at the downgrade end of the bridge
and will be diffused with a riprap
pad at the proposed pipe outlets inside proposed ditches. The proposed bridge deck runoff is discharged as far away from
the stream and at the lowest velocities as
practicable.
Note that the storm drainage outlets are located inside buffer zone 2. It was not practicable to outlet this bridge runoff
outside of buffer zone 2 due to site constraints (driveways
in the southwest and southeast quadrants). This outlet discharge, however, would be considered diffuse flow as the
quantity of flow is very low (0.2-0.3 cfs) with outlet velocities
from the rip-rap pads less than 0.5 ft/s (see sheet 2 of 2). This would allow for more pollutant removal than the existing
condition, as the existing bridge discharged the runoff
directly into Johnsons Mill Run through deck drains.
