Please provide a reason why such a road cannot work. Given there is no hard plan, this should work. Also, if the pond is to be drained, this would count as a stream impact. Ir L T r40 LL,- �I r 17 do I I i 4 � � f s k Z; i J � r i 'i►ECT rs� What measures are to be taken to connect the pond to the stream channel once it is drained (often times the elevation inside the pond and outside the toe of slope (at the breach) has to be adjucted/corrected. What measures are there to prevent sediment transport in the pond into the stream is being utilized. This site is endowed with numerous streams and the large footprints proposed can have a devastating impact on small streams from the volume and velocity of runoff from such facilities (previous email). Also the sewer line opens up the previously undeveloped 2 area. Any future sites that connect to the line, would need to mee the Stormwater requirements associated should/when the 401 is issued. Culverts should be offset, not installed parallell. A base flow culvert and a stormflow culvert. The channel dimension/width must be maintiaied at culvert inlet and outlet. Culvert must be buried 20% of culvert width/diameter not to exceed 1 ft. For wetlands, culverts are to installed at grade to maintain hydrology. See attachments Numerous issues appear to need to be addressed. Please provide Michael Ferris, the City of Albemarle City Manager, was the person who signed the agent Authorization Form have updated the form to include his printed name in the Property Owner portion of the signed form and attached an updated copy. Only a road(s) is shown for the corporate center. Is there no proposed site diagram for this project. Future development may require or request impacts for additional streams. That may could be avoided if understanding the needs. Attached is the most recent concept map for the Albemarle Corporate Center. I had intended to include this in the application package and apologize that I did not. The diagram is preliminary at this point and the final layout will be dependent on the future development needs in the center. The current concept plan avoids additional impacts to streams and wetlands and, although not developed yet, the future layout will also attempt to avoid/minimize impacts related to future utilities. Also, storm water management will be required for the site and any future connections to the sewer line and must be reviewed and approved by DWR for any future development in the park and sewer line. We spoke with our prime, Chambers Engineering, regarding the stormwater management and they said that there are not any proposed permanent stormwater measures because the area is not a State managed Phase II Stormwater area and Albemarle/Stanly County in this location does not have any local stormwater standards. The project, however, does have an Erosion Control Plan for the construction of the roadway that has been approved by DEQ (provided with the ePCN). Does NCDWR have additional requirements that supersede this designation? It seems mitigation is actually the draining of the pond. Are any measures being taken to ensure to protect the channel from pond degrading (loss of sediment) We are currently developing a pond drainage plan to outline what steps will be taken for the pond drainage and to avoid/minimize loss of accreted sediment downstream during and after the ponds are breached. USACE has also requested a pond drainage plan and we will provide that to both agencies when it is completed in the near future.
