The North Carolina Division of Water Resources conducted an inspection of the Wilmington Northside
WWTP on 7/28/2020. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0037835. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the
inspection and therefore, a response to this inspection report is not required.

Inspection Summary:
A routine compliance inspection of the James A. Loughlin (Northside) WWTP Reclaimed Water Distribution System was
conducted on July 28, 2020 in combination with the compliance evaluation of Northside NPDES Permit NC0023965. The
purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified
in Permit WQ0037835. Geoff Cermak and Tristin Rickabaugh were present during the inspection.
This facility consists of the operation of a 100,000 GPD reclaimed water bulk fill station system. Monitoring parameters are
set to match the facility NPDES Permit NCO023965 for BOD, Fecal, Ammonia and TSS if distribution occurs. In addition,
turbidity is continuously monitored for any distribution event.
All performance standards and operation and maintenance requirements in the current permit are in compliance, but, to
date, no reclaimed water has ever been distributed. Staff reports zero flow on monthly NDMR as required.
The current permit dated April 13, 2017 expires on January 31, 2021. A reminder, that a renewal application is due six
months prior to the expiration date.
The facility is compliant with non -discharge permit WQ0037835.
