DANIEL SMITH Director Dan Saltsman, PE 801 Jones Franklin Road #300 Raleigh, NC 27606 NORTH CAROLINA Environmental Quality November 26, 2019 Subject: Request for Additional Information Stormwater Permit No. SW6191005 Dining Facility (DFAC), SOTF Cumberland County Dear Mr. Saltsman: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on October 29, 2019. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Please verify that the provided latitude and longitude are correct (Section I, 4). It appears that the project is about a half of a mile away from the provided coordinates. 2. Please change the applicant/organization to "Director of Public Works (DPW)" (Section III, 1, a). 3. Please use the project area of 2.25 acres for the total property area, total project area, and percent impervious area calculation (Section IV, 4, 7, & 8). Including the existing BUA that will be replaced 1:1 with proposed BUA and the disturbed pervious areas will not impact State stormwater quality requirements for this project. 4. Please dimension the proposed BUA so that the provided values may be verified (Section VI, 8, j). 5. Please delineate the wetlands on the plans or provide a note stating that no wetlands exist. Provide documentation of the qualifications and identity of the individual who made this determination (Section VI, 8, m). 6. There is an existing stormwater permit, SW6110105, that was applied for when the dining addition, gym addition, and CDD/signal addition were added to this building. Please show the SCMs associated with SW6110105 and their drainage areas on the plans. If these facilities are being impacted by the proposed development, the loss of treatment must be made up for by the proposed SCMs (Section VI, 8, n). 7. Please provide some form of pretreatment for the stormwater bypassing the grass swales that enters infiltration facilities 2 & 3 (Infiltration MDC 4). 8. Please provide cross -sections of the proposed infiltration systems in accordance with H15 NCAC 02H .1042(2)(h). 9. Please make the following corrections to the Supplement-EZ Form: a. Cover Page Sheet i. Line 2 — See prior comment. b. Drainage Areas Sheet i. Entire Site Column 1. Line 5 — This is the total amount of BUA that will be present, post - construction, within the project area. Since there are no subdivided lots, this value should equal Line 7 of this column. 2. Line 7 — This is the new (net increase) in BUA that will be placed within the project area. This value should be equal to the sum of the items in Line 10 of this column. 3. Lines 8 & 9 — Since this column is an accounting of everything within the project area, there should not be any off -site areas. 4. Line 13 — Any impervious area that will remain post -construction, like the Dumpster pad, should go on this line. ii. Infiltration Basin Columns 1. Line 5 — This is the total amount of BUA that will be present, post - construction, within the drainage area to each facility. Since there are no subdivided lots, this value should equal Line 7 plus Line 9. 2. Line 7 — This is the new (net increase) in BUA that will be placed within the drainage area to each facility and also within the project area. This value should be equal to the sum of the items in Line 10. iii. General 1. Do not use the actual volumes that can be stored in the facilities on the Infiltration System Sheet, use the values from Line 18. c. Infiltration System Sheet i. Line 2 — See prior comment. ii. Line 16 — Answer this item. iii. Line 44 — See prior comment. iv. Line 45 — Recalculate these values using the design volume, not the volume that can be held in the facilities. 10. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hgps://edocs.deq.nc.gov/Forms/SW Project Submittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to December 26, 2019, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6191005 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
